CITY OF LACONIA
SURPLUS PROPERTY SALE
The City Council of the City of Laconia has declared a 0.17-acre vacant property located on Woodland Avenue
(tax Map 407, Block 247, Lot 35) to be surplus property and authorized the sale thereof by sealed bids pursuant
to §183-7 of the Laconia City Code. For the City’s title, please see deed of Edmond J and Judy R. Boudreau dated
December 1, 1967, recorded at the Belknap Registry of Deeds at Book 496, Page 36.
The property will be conveyed subject to an easement for access to the abutting property 42 Woodland Avenue.
BID PROPERTY
General Requirements:
1. All bids shall be submitted on the “Official Bid Form” in a sealed envelope marked “SURPLUS
PROPERTY WOODLAND AVENUE” and marked with the name, address and phone number of the
person submitting the bid.
2. All bids must be received by the City of Laconia Purchasing Office, 45 Beacon Street East, Laconia, NH
03246 by 1:00PM, April 5, 2024. Bids received after the specified date and time will be returned
unopened.
3. Bid offers shall remain valid for 60 days.
4. All bids must include bid security in the amount of 10% of the bid amount certified check or money order
made payable to “City of Laconia or (Bidder’s Name)” example: “City of Laconia or John Smith.” No
personal checks or cash will be accepted.
5. Sealed bids will be opened and publicly read aloud in Conference Room 200A of the Laconia City Hall,
45 Beacon Street East, Laconia, NH 03246 on Friday, April 5, 2024, at 1:00pm local time.
6. Following the date on which the bids have been opened the City shall formally notify the party that they
are the high bidder, and that the City has accepted their bid. This notification shall be in writing and the
bidder shall have thirty (30) calendar days for the date of such written notification to submit full payment
in the form of a certified bank check or money order made payable to “City of Laconia.” Again, no
personal checks or cash will be accepted. Failure to submit full payment within those thirty (30) days will
result in the bidder forfeiting their right to the property and the forfeiture of the ten percent (10%) bid
security submitted with the bid.
Successful bidders utilizing bank or other financing for the balance due must submit all the legal
and financing paperwork, required of the City by the financing authority, within twenty (20)
calendar days of the award notification letter date and the City shall have five (5) business days to
respond accordingly. Again, failure to submit full payment within thirty (30) days of the Notice of Award
will result in the bidder forfeiting their interest in the property and the forfeiture of ten percent (10%) bid
security.
7. Upon full payment, the City will provide the successful bidder(s) with quit claim deed for the real estate.
The City will have a deed recorded at the Belknap County Registry of Deeds.
8. Bid deposits will be returned to all unsuccessful bidders following the execution of a quit claim deed to
successful bidder. Should the successful bidder default and forfeit the bid, the property will then be offered
to the next highest bidder.
9. The property is being offered as surplus property by the City of Laconia and is being sold “As Is” and
without any warranties or guaranties regarding the chain of title or condition of the real estate.
10. All property sold will be subject to any easement, restriction or condition contained in the deed to the
property.
11. The purchaser shall pay the real estate transfer tax in the amount of $.75 (seventy-five cents) per $100,
rounded up to the nearest $1.00 of the price of the sale. If the sale is $400 or less, the tax is $20. A bank
check, in the appropriate amount, made payable to the Belknap County Registry of Deeds must be
delivered to the City at the time of closing.
12. Property taxes for the current period have been included in the minimum bid price.
13. Tie Bid – In the case of a tie bid the City will determine the high bidder by the toss of a coin.
14. Each bidder, by submitting a bid according to this notice, acknowledges, agrees, and understands the terms
and conditions of this sale. Once sold, with the deed being executed, there will be no refunds made by the
City.
15. SPECIAL NOTICE – A high bid under the “Minimum Bid” may only be accepted with approval by the
Laconia City Council.
16. The City of Laconia reserves the right to accept or reject any and/or all bids or any part thereof, to waive
any formality in the process, and to accept the bid considered to be in the best interest of the City as
determined solely by its City Manager. Failure to submit all information called for may be sufficient
grounds for disqualification. The City of Laconia reserves the right to cancel this bid request at any time
or for any reason.
Bidders Qualifications:
1. No person may bid on the sale of municipally owned real estate acquired for non-payment of taxes if
prospective bidder has any outstanding building and/or zoning, code, or other violations on other
properties in the City of Laconia owned by the bidder.
2. In order to be eligible to bid, each prospective bidder must be current on property taxes and water fees as
well as any other payments that may be due to the City at the time of the bid opening date.

Prospective bidders who wish to inspect the subject property may be required to sign a liability release in order
