Washington County
1. Introduction
1.1. Background
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
project coordination, data collection, traffic analysis, stakeholder engagement, and corridor planning
services for the County State Aid Highway (CSAH) 19 (Keats Ave) Corridor Study.
The study corridor is approximately five (5) miles with a typical section mostly consisting of a 2-lane rural
undivided highway with turn lanes in various locations. This area of Washington County in Woodbury and
Cottage Grove includes several areas with planned future development. Evaluating this future development
to understand potential vehicular, pedestrian, and bicycle volumes and patterns will be an important part of
this study in order to evaluate expansion needs of this corridor with the aim to help the County and the
cities plan and prepare to accommodate growth. This corridor is particularly important for the County’s bike
and pedestrian vision as the designated route for the Central Greenway Regional Trail and a Tier 2 alignment
in the Regional Bicycle Transportation Network.
All work performed under the anticipated contract must be carried out in accordance with the procedures,
requirements, and regulations of the Minnesota Department of Transportation (MnDOT), MnDOT State Aid,
Washington County, City of Cottage Grove, City of Woodbury, and South Washington Watershed District.
1.2. Study Information
The scope of this study will include investigation and analysis of
regional transportation needs in the area of County State Aid
Highway (CSAH) 19 (Keats Avenue) between US TH 61/10 and Dale
Road in the Cities of Cottage Grove and Woodbury.
The study is intended to engage local stakeholders
(agency/city/county staff and elected officials, property owners, and
community members), determine transportation needs, and identify
high-level timelines of when investments and/or expansions are
likely needed to support existing and future transportation networks
and developments.
This study will be managed by Washington County and will seek
input and involvement from the Cities of Woodbury and Cottage
Grove, and South Washington Watershed District.
1.3. Study Goals and Objectives
The goal of this study is to evaluate transportation needs in the study
area in support of existing and planned development as well as local
and county transportation priorities.
The objectives are as follows:
Facilitate a study process that engages Washington County,
the Cities of Cottage Grove and Woodbury, and local
stakeholders on:
o The existing travel conditions in the study area

o Potential future development in the study area
o Future transportation needs for the area
o Issues and opportunities impacting the study area and decision making around
transportation improvements
o The feasibility of potential transportation improvements within the study area
o The potential natural and human environmental impacts related to future transportation
improvements within the study area
Prepare corridor recommendations, which should include roadway typical section(s), right-of-way
dedication figures, access management plans, and other supporting graphics
Develop an implementation approach which outlines the logical order of identified improvements
and/or expansions
Create a planning level cost estimate including construction, right-of-way, and engineering
Engage with the public throughout study development
Obtain partner agency support for study recommendations
1.4. Study Schedule
The study is anticipated to kick off in May 2025 and be completed within approximately 12-14 months.
2. Scope of Work and Deliverables
The following section outlines work tasks and associated items that shall be included as part of the contracted
services.
The role of the selected Consultant team will be to complete all tasks necessary to achieve community
acceptance of a slate of recommendations for this corridor. Washington County will act as the lead agency
through all aspects of the study. The County’s role as lead agency does not preclude direct and regular
interaction between the Consultant and Cities, Watershed District, and other agencies. External Agency input
and review is important; however, the County is to be kept informed of agency dialogue and will assist the
Consultant in determining the need and scope of interaction with any particular agency.
2.1. Project Management
The Consultant will perform all work necessary to effectively coordinate the study development, maintain
the study schedule and budget, and manage the Project Management Team (PMT) comprised of County and
agency partner staff.
Bi-weekly or monthly check-ins (depending on study phase) are requested for the consultant project
manager to provide updates to the County’s project manager and prepare for larger PMT meetings.
The proposal should include a summary of the project management measures required to ensure that the
study is completed on time, within budget, and in accordance with applicable laws, policies, standards, and
good planning and engineering practice. The selected Consultant shall develop and implement a project
specific Quality Management Plan, which shall be available for review upon request during the study.
2.2. Public and Agency Engagement
The goal of the Washington County Public Works Department is to achieve excellence in design with every
project we do through comprehensive public and agency involvement. We believe a focused and intentional

engagement plan will be essential to facilitate acceptance of this study, while maintaining the transportation
objectives and requirements of Washington County and partner agencies.
The Consultant shall develop a public and agency involvement plan, in line with the County’s standard
process, that provides an overall approach to involvement, as well as specific involvement activities,
techniques, strategies and how these specific tasks will integrate into the overall process. Consultants are
encouraged to present unique and cost-effective solutions to maximize engagement.
For scoping purposes, the Consultant should assume Washington County will follow a standard stakeholder
engagement process, outlined below. The final stakeholder engagement plan is subject to change and will
be refined in coordination with partner agencies following the study kick off.
Study Website
Washington County will create a project-specific website, which will be available throughout the duration of
work. The selected Consultant will be responsible for providing text and graphics for the website throughout
the study.
Project Management Team (PMT) / Stakeholder Meetings
Assist in approximately six PMT or other stakeholder meetings (Cities, Watershed, etc.). This includes
preparation of meeting material and one consultant representative to help facilitate each meeting as
requested by Washington County. Consultant will be responsible for compiling information gathered and
creating a summary or notes for each meeting.
Individual Property Owner and Local Business Meetings
Washington County will lead and attend all individual property owner and local business meetings.
Consultant will be responsible for providing material support and one consultant representative to attend
each meeting as requested by Washington County.
Open Houses
Anticipate up to two (2) open houses with the following division of responsibilities.
Washington County (PM in partnership with Communications Specialist):
Schedule the in-person event
Provide event sign-in sheets
Provide comment cards and comment box(es)
Create online survey
Create and maintain online GIS-based comment mapping application
Attend in-person event
Facilitate online engagement following the in-person event
Generate in-person and online engagement analytics
Consultant:
Produce open house boards
Two consultant representatives attend in-person event and lead setup/takedown
Provide a summary document, which documents the event promotion efforts as well as themes/take-
aways from the in-person event and online engagement activities
