This amendment answers the following questions stated at the walkthrough:
Can the Offeror change sub-contractors listed in the Offeror s proposal without Government approval?
Answer: Government consent is required to change subcontractors that are provided in the Offeror's proposal in response to Evaluation Factor 1, Sub-factor 1: Management Approach.
If an Offeror s proposal receives an unacceptable rating in Evaluation Factor 4: Integrated infrastructure and ceiling support(airframe) system, but is otherwise found technically acceptable, is the proposal still considered technically acceptable?
Anwer: No, if an Offeror s proposal receives an unacceptable rating in Evaluation Factor 4: Integrated infrastructure and ceiling support(airframe) system it is automatically considered not technically acceptable.
This amendment adds the following information to the solicitation: Offeror s shall be allowed to arrange escorted individual site visits to the project site for further site investigation. Escorts are available with at least one day s written notice via email, Monday to Friday between 13:00EST and 14:00EST until Friday, March 6th, 2026. To arrange a site visit, contact John Hogan at John.Hogan3@va.gov.
All other terms and conditions remain the same.
