The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the construction of Project 648-349 Surgical Service Space Construction project at the Portland VA Health Care Center (VAHCS) located at 3710 SW US Veterans Hospital Road, Portland, OR 97239.
PROJECT DESCRIPTION:
The Portland VAHCS is seeking a general contractor to furnish all labor, materials, supervision and perform all work necessary to complete Project 648-349 Surgical Service Space Construction project. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish equipment, testing, labor, and materials. Work includes general construction, alterations, roads, walks, grading, drainage, and certain other items. See below for specific elements of the work:
Expand the 3rd floor of Building 100 on to the roof of the 2nd floor. This expansion will be approximately 3,760 sf and will create OR storage and expand PACU (Post Anesthesia Care Unit).
Demolish 1 office, 1 storage room, 1 staff toilet, 1 housekeeping aid closet and 3 PACU bays. Expand and build 1 large OR medical equipment storage area, 1 lead vest storage area, 1 ADA accessible staff toilet, 1 housekeeping aid closet, 1 soiled utility room, 2 PACU medical equipment storage rooms, 1 clean utility storage room, 1 nourishment room, 1 PACU isolation bay and 5 PACU open bays.
Expand the interstitial over the new area and expand electrical, mechanical, plumbing and other utilities into the new interstitial space and medical space.
ADMINISTRATIVE:
The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in late June/early July 2025. The period of performance is approximately 625 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
