REQUEST FOR QUALIFICATIONS

The San Antonio Water System (SAWS) is pursuing a request for qualifications (RFQ) from qualified firms (Respondent) to provide water resources engineering services to support SAWS’ water resource planning efforts. Engineering services shall include, but are not limited to engineering design, construction oversight, testing, reporting, new water supply evaluation and feasibility studies, evaluation of existing water supplies, cost/benefit analyses, materials selection, demographics support, and as further detailed in the Scope of Services in this RFQ. The selected firm will perform the outlined services in this RFQ, on a work order (WO) and as-needed basis.

W-9 Upper Leon Creek
The project will address undersized mains, abandon poor condition pipeline segments, and relocate the
alignment in order to reduce sanitary sewer overflows in northwest San Antonio as part of work required
under the EPA Consent Decree. The project area is located along Leon Creek from 1 mile north of Bandera
Road to the confluence at Culebra Creek south of Grissom Road. The proposed improvements are aligned
along Leon Creek stream banks and the City of San Antonio (COSA) Leon Creek Greenway Park hike and bike
trails.
SAWS has performed extensive coordination with COSA Parks and evaluation of the project alignment in
order to minimize impact to COSA Parks Trails, Heritage trees and existing creeks. As a result of this
evaluation, it was determined to tunnel approximately 48% of the project length and open cut the rest to
minimize the clearing of trees while at the same time placing the new sewer system away from the creek bed
as much as possible therefore preventing future damage to the new system.
When Will Work Occur?
Construction is planned to commence in
March 2024. Estimated construction duration
is 720 days.
