1 INTRODUCTION
1.1 Purpose
Cary is seeking one or more qualified firm(s) with which to contract for the following
services:
Cary is soliciting proposals through this Request for Qualifications (RFQ) from qualified
engineering firms (“Consultant”) to assist with the continuation and advancement of
Cary’s Street Improvements Program. This program is the primary component of the
management and preservation of Cary’s public street system.
The selected Consultant will assist in the development and implementation of Cary’s
FY27 and FY28 Street Improvements Projects. Services will include maintaining Cary’s
neighborhood proximity paving strategy; updating the Pavement Condition Survey (PCS)
in FY27 and in alternating years thereafter; preparing construction bid documents; and
providing construction administration (CA) and Construction Engineering & Inspection
(CEI) services for the FY27 and FY28 Street Improvements Projects.
The most recent PCS was completed as part of the FY25 Street Improvements Project,
and those ratings will be used in development of the FY27 Street Improvements
Construction Bid Package.
The attached Sample Cary Agreement for Professional Services (Appendix III) will be
utilized for the requested services.
A detailed scope of services is provided in Section 4 of this solicitation.

1.2 Background
Cary’s Street Improvements Program is the primary tool used to maintain and preserve
the Town’s public street network. Initially, Cary maintained streets using a “worst-first”
strategy. Under this approach, streets in the poorest condition were prioritized for
resurfacing.
In 2014, the Town refined this approach to incorporate pavement preservation strategies.
Under the revised strategy, approximately 70–80% of the annual budget is allocated
toward resurfacing roughly 5% of the street network, while the remaining 20–30% is used
for pavement maintenance activities such as patching, asphalt rejuvenation, and crack
sealing. This strategy is detailed in Staff Report TF15-001 from the July 17, 2014, Council
Meeting.
Additional refinements were made to improve efficiency and neighborhood impacts. The
Town introduced the concept of including “gap” street segments—streets adjacent to low
Pavement Condition Rating (PCR) segments and in poor condition (PCR less than 65).
Including these segments reduces disruption to residents, improves neighborhood ride
quality and appearance, and can lower overall construction costs. Additional information
on this approach is included in the FY2016 Street Improvements Project staff report
adopted on January 14, 2016.
In 2016, the Town further refined its approach through the “Neighborhood Proximity
Approach,” which groups streets geographically when selecting projects for resurfacing.
This approach is detailed in the FY2017 Street Improvements Project staff report adopted
on October 13, 2016.
Today, Cary maintains approximately 538 miles of Town-maintained streets within Wake
and Chatham Counties. As part of the FY2025 Pavement Condition Survey (PCS), 76.8%
of surveyed streets were classified as Residential, 15.4% as Collector, 4.7% as Major
Thoroughfare, and 3.1% as Minor Thoroughfare, with a weighted average PCR of 77.
The Street Improvements Program primarily consists of full-width milling and resurfacing,
utility adjustments, pavement patching, and curb ramp repair and replacement. The
program also serves as the Town’s primary mechanism for upgrading deficient curb
ramps on Town-maintained streets to meet ADA/PROWAG accessibility requirements
and applicable North Carolina Department of Transportation regulations. The selected
consultant will be required to update Cary’s curb ramp inventory as ramps are improved.
Pavement preservation remains a key component of the program. Current preservation
methods include patching and asphalt rejuvenation. The selected consultant will assist
Cary in evaluating and implementing additional cost-effective pavement maintenance
strategies.
Cary selects streets for resurfacing using the Neighborhood Proximity Approach, where
once a paving group is selected, all streets within that group rated “poor” or worse are
candidates for resurfacing. The selected consultant will support and refine this process
using feedback from staff, contractors, and citizens.
An important focus moving forward is the continued development of a data-driven
pavement management program. Key objectives include tracking pavement condition
trends, evaluating preservation strategies, supporting project selection through data and
engineering judgment, and developing tools such as a five-year pavement needs forecast
to assist with future budget planning.
Cary utilizes Salesforce and ArcGIS as its primary data management platforms, and
consultant deliverables must be compatible with these systems.
As a collaborative organization, Cary also recognizes that the Street Improvements
Program can provide benefits across multiple departments. The selected consultant will
be expected to support coordination with other Town initiatives and departments. This
includes maintaining coordination with utility projects such as the Annual Water Main
Replacement Program, collaborating with the Stormwater Department on roadway-
related repairs, supporting Cary’s sustainability initiatives, and enhancing public outreach
and communication. GIS tools play an important role in supporting this collaborative
framework.

1.4 Questions
Requests for clarification and questions to this RFQ must be received by the Town not
later than the date shown above in Section 1.3, entitled “RFQ Timeline”, for the submittal
of written inquires. The Town will not entertain any further questions after the due date.
All questions related to this solicitation must be submitted in writing via email to Kyle
Hubert, PE at Kyle.Hubert@carync.gov. Indicate “RFQ #354-TR26-19 – Questions” in
the subject of the email. Questions submitted via telephone will not be answered.
The Town shall issue addenda reflecting questions and answers to this RFQ, if any, which
shall be posted to the NC eVP website. No information, instruction or advice provided
orally or informally by any Town personnel, whether made in response to a question or
otherwise in connection with this RFQ, shall be considered authoritative or binding.
Respondents shall be entitled to rely only on written material contained in an Addendum
to this RFQ.
It is important that all Respondents submitting to this RFQ periodically check the
NC eVP website for any Addenda. It is the Respondent’s responsibility to ensure
that all addenda have been reviewed and, if required, signed and returned.
1.5 Submittal Requirements and Contact Information
Electronic responses ONLY will be accepted through the NC eVP website. Interested
parties must be logged in to submit proposals electronically. Registration information is
available at NC Electronic Vendor Portal (eVP). Proposals must be clearly marked with
name of the submitting company, the RFQ number and RFQ title (Your Company Name
354-TR26-19 Street Improvements Project).
Proposers must submit one (1) electronic version, submitted as a viewable and printable
Adobe Portable Document File (PDF), on or before the submittal due date and time
provided in Section 1.3. Submissions that do not comply with the stated submission
method will be deemed non-responsive.
Cary reserves the right to reject any or all proposals for any reason and to waive any
