State Aid Rules Revision

Brief Description: Minnesota Administration Rules, Chapter 8820, “Local State-Aid Route Standards, Financing” (Rules) governs the County State Aid Highway (CSAH) and Municipal State Aid Street (MSAS) systems (aka state aid systems) in Minnesota. The most recent revision to these Rules were adopted and published on October 30, 2017, and distributed in February 2018. MnDOT recently published a new design manual, titled the Facility Design Guide (FDG), which replaces the previous MnDOT Roadway Design Manual. With this recent update to the FDG and other Rules recently identified for possible modification, MnDOT State Aid for Local Transportation (SALT) will be leading an effort to review the current Rules. In December of 2025, the Commissioner of Transportation plans to initiate the rule making process outlined in Minnesota Statutes, Chapter 14, “Administrative Procedure.” The goal of this project is to assist MnDOT, through SALT, in updating the Rules.
