St. Marys Falls Canal Armed Security Guard Services

THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL. The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide security services in Sault Sainte Marie, Michigan.

The USACE Detroit District requires Contractor security services to protect Government, civilian and Contractor personnel, facilities, and equipment within the Soo Project Office (SPO) area of responsibility by providing contract security guards. Contract security guards will not be deputized or exercise any additional authority or jurisdiction granted by local, state, or the federal Government to perform law enforcement duties on or off USACE property as part of this contract.

The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform private contract security guard services.

Services provided are to include the following:

• Basic Services: The Contractor shall provide private contract security guard services for the SPO. Each shift as outlined will be filled with the appropriate number of security guards outlined in the quote schedule per shift.


• Crowd Control: This task will include pedestrian, cart, and traffic control at all identified locations. This may include denying access to an area due to overcrowding, maintenance work, or lack of parking spaces. Proper and clear hand and arm signals are paramount to the safety of the guards, visitors, and USACE staff. Security guards performing this function must have experience and or training to do so.


• Security of Facilities, Public, and Government Officials: The Contractor employees will provide general security of all facilities, the general visiting public, Government officials and other Contract employees. Security Guards are needed to handle situations until official law enforcement arrives. Security Guards shall not act outside of the scope of their training.

• The North American Industrial Classification System (NAICS) code is 561612 - Security Guards and Patrol Services, which has a small business size standard of $29 million. The Product Service Code (PSC) is S206 - Housekeeping - Guard.


• This procurement will be evaluated utilizing FAR Part 15.


• The project will be solicited under Full and Open Competition.


• Anticipated Solicitation Posting Date: September 2025

The solicitation package materials and Performance Work Statement (PWS) will only be available electronically and via sam.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submission is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on SAM.gov and PIEE. The Government will NOT supply hard copy documents to any interested parties as a result of this solicitation.

Please note: the Government will NOT maintain a bidders list during the solicitation period.

Any interested contractor must have an active registration in the System for Award Management (SAM) prior to submission of proposals to be eligible to conduct business with the Federal Government. Contractors can access SAM for free at www.sam.gov.

Additionally, as required by DFARS 252.204-7019 Notice of NIST SP 800-171 DoD Assessment Requirements, any interested contractor must complete a NIST assessment on PIEE in the Supplier Performance Risk System (SPRS) module.
