The Mississippi Law Enforcement Officers Training Academy (MLEOTA) is seeking to
purchase KDL Solution ALERRT training equipment kits and accessories as defined in the state
law.

1. Description of the commodity or commodities the MSFL is seeking to procure:

Make and Model: KDL Solution ALERRT Training Kits and accessories.

Description: KDL Solution ALERRT Training Kits and accessories

This training system enables law enforcement officers to safely engage in realistic, scenario-
based training environments, including active shooter simulations. The kit includes Blue Glock
17T training pistols, Orange Demo Weapons 17/22, SIRT Pistols, Two-way Radios (pair) and
protective equipment, and all components necessary to conduct the Advanced Law Enforcement
Rapid Response Training (ALERRT) and ERASE active shooter kit includes M4/Simunition
Rifle upper, Condor Go Bag (Blank Guns and Mags) which includes 9mm Blank gun and 9mm
Blank Gun Spare Magazines and Sim Rifle Mags (9mm), Projector and Laptop/Charger and all
components to complete kits as response programs in accordance with nationally recognized
training standards and safety protocols.

2. Explanation of why the commodity is the only one that can meet the needs of the
Agency:

No other companies produce training kits or expendable resupply kits that provide all equipment
necessary to safely and consistently conduct the ALERRT active shooter training program. The
ALERRT Active Shooter Kit with the ERASE add-on is specifically designed to meet the
program's operational and safety requirements. As such, it represents the only complete system
currently available to support full implementation of the ALERRT training curriculum.

3. Explanation of why the source is the only person or entity that can provide the
required commodity:

No other entity manufactures or offer a training kit of this type for sale to law enforcement
training agencies. The system is uniquely designed to support the safe and standardized delivery
of the ALERRT active shooter training program. As a result, no equivalent alternative currently
exists in the law enforcement training market.

4. Explanation of why the amount to be expended for the commodity is reasonable:

The cost of the training kit is reasonable given the specialized equipment and safety components
required to conduct realistic active shooter response training. The kit includes dedicated training
firearms, rifle conversion components, protective equipment, and expendable materials necessary
to safely conduct ALERRT AND ERASE scenario-based training in accordance with nationally
recognized standards. Considering the comprehensive nature of the equipment package and its
direct role in preparing officers for high-risk incidents, the expenditure represents a practical and
justified investment in officer safety and public protection.

Estimated Cost: $181,710.82
The amount is within the expected price range of these items requested.

St Efforts the Agency went through to obtain the best possible price for the
commodity:

The agency conducted a review of available vendors and training systems to determine whether
comparable equipment existed that could meet the requirement of the ALERRT Active shooter
training program. Based on the review, the agency determined that the quoted price represents
the best available price for the required equipment.

Any person or entity that objects and proposes that the commodities listed are not a sole source
and can be provided by another person or entity should submit a written notice to:

The notice should contain a detailed explanation of why the commodities are not a sole source
procurement, as well as, but not limited to the following information:

e Company Website URL, if applicable

Objection to Sole Source Justification

Interested parties must present specific objections to the Sole Source certification,
including, but not limited to the following:
a) A description of the commodity or commodities that Interested Party believes is
comparable to the KDL Solutions ALERRT Kits and related accessories.
b) An explanation of why Interested Party's commodity or commodities can also
meet the needs of the agency; and
c) A list of sources from which Interested Party's commodity may be procured.

If Interested Party claims that the KDL Solutions ALERRT training equipment kits and
accessories are available from a source other than KDL Solutions LLC, the objection
must contain a written statement from KDL Solutions that the Interested Party is an
authorized distributor or reseller of the KDL Solution Kits and accessories.

This information should be provided no later than Wednesday, April 29, 2026, at 5:00 pm local
time. Procurement of the commodity or commodities to an advertised competitive bid process.
Response may be delivered by hand, via regular mail or overnight delivery.

If after a review of the submitted notice and documents, MLEOTA determines that the
commodity in the proposed sole-source request can be provided by another person or entity, then
MLEOTA will withdraw the sole source request publication from the procurement portal website
and submit the procurement of the commodity or commodities to an advertised competitive bid
process.

If MLEOTA determines after the review that there is only one (1) source for the required
commodity or commodities, then MLEOTA will appeal to the Public Procurement Review
Board (PPRB). MLEOTA will have the burden of proving that the commodity or commodities
is only provided by one (1) source.
