City of Fort Smith, Arkansas
Separate sealed bids for Basin 10 & 14 Capacity Improvements, Phase 2, Project No. 24-11-C1, will be received by the City of Fort Smith, Arkansas, at the Office of the Director of Utilities located at 801 Carnall Avenue, Suite 500, Fort Smith, Arkansas 72901 until 10:30 a.m. (Local Time), Thursday, October 23, 2025. After that time and date, bids must be delivered to the Oak Room at the Elm Grove Community Center located at 1901 North Greenwood Avenue, Fort Smith, Arkansas 72904, on Friday, October 24, 2025, at 10:30 a.m. (Local Time), at which time bids will be publicly opened and read aloud. Bids shall be addressed “City of Fort Smith, Water Utilities Department, 801 Carnall Avenue, Suite 500, Fort Smith, Arkansas 72901” and shall be labeled bid for Basin 10 & 14 Capacity Improvements, Phase 2, Project No. 24-11-C1. Bidders are to include their Arkansas License number on the outside of their sealed bid. Bids shall only be received from registered Bidders.
The project includes approximately 5,300 linear feet of 30-inch diameter sewer line, 250 linear feet of 12-inch diameter sewer line, and 500 linear feet of 8-inch diameter sewer line and 700-linear feet of 6-inch diameter water line.
The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and other contract documents may be examined online at QuestCDN (see below). Copies may be obtained from QuestCDN upon a non-refundable payment of $22.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN. There will be a non-mandatory pre-bid meeting on Thursday, October 9, 2025, at 11:00 a.m., in the Oak Room at the Elm Grove Community Center, 1901 North Greenwood Ave., Fort Smith, AR 72904. A virtual option to attend the pre-bid meeting has not been scheduled at this time.
The owner reserves the right to waive any informalities or to reject any or all bids.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.
All bidders must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, including subsequent amendments, and considered by the Arkansas Contractors Licensing Board to be classified as a General Contractor for the classification required to perform the work identified as part of the project.
This publication was paid for by the City of Fort Smith Utility Department, and the cost of the publication is $471.00 per Arkansas Act 14-55-208.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
