Design-Build Project for Addition of Three Storage Units
Request for Bid Proposals
The City of Grants Pass is soliciting sealed written bid proposals from contractors with expertise and
experience providing design and construction services.
The deadline for sealed submission in response to this request for bid proposals is Thursday, February
26, 2026, by 3:00 pm local time. The sealed submittals should be labeled and directed to the following:

Facsimile and/or emailed proposals are NOT acceptable.
There will be a Mandatory Pre-Bid meeting on February 12, 2026, at 11:00 a.m., at the City of Grants Pass
City Yard, located at 650 SE “H” Street. This meeting is mandatory. All bidders will be required to attend
and sign-in with a signature on the mandatory pre-bid conference sign-in sheet. Contractors are
encouraged to ask questions.
Contractors must provide proof of the following for bid to be considered:
• Current City business license
• Current State of Oregon Construction Contractors Board License
• Current Contractor’s Prequalification (to work in right-of-way)
City staff will make a recommendation to City Council based on the following evaluation criteria:
• Quality and applicability of proposal (10 points)
• History of previous experience and results of similar projects (10 points)
• Results of reference checks (20 points)
• Bid price (60 points)
References
Provide three references for whom you have recently performed similar work. Include the following for
each reference:
- Name and title
- Company/organization name
- Accurate contact information (direct email address and phone number)
Important notes regarding references:
- References must be notified in advance that they may be contacted by City staff via email and/or
phone.
- Contact attempts will occur on weekdays February 27, 2026, and March 4, 2026, between the
hours of 7:00 a.m. and 4:00 p.m. PST.
- The response window for references will be short.
- Evaluation scoring will not be delayed or paused due to a reference’s inability or failure to
respond, regardless of reason.
References should be instructed to check their spam/junk email folders for messages from City staff.
The project is estimated to be approximately $140,000.00. Bidder shall state as part of the bid that the
provisions of ORS 279C.800 to 279C.870 (Prevailing Wage Rate) shall be complied with.
The City of Grants Pass reserves the right to reject any and all bid proposals, to waive formalities or to
accept any submittal that appears to serve the best interest of the City of Grants Pass.
This Request for Bid Proposals will be posted on the “Request for Proposals” page on the City’s website
at https://www.grantspassoregon.gov/bids.aspx. for viewing and downloading.
