The Carroll County Board of Commissioners (the “County”) is currently soliciting bids for the
Removal of Existing Roofs with repairs and installation of six (6) structures located at Site A: John
Tanner Park 354 Tanner Beach Rd., Carrollton, GA 30117 and Site B: eight (8) structures located at
McIntosh Reserve Park 1046 W. McIntosh Circle, Whitesburg, GA 30185, Carroll County, Georgia
(the “Project”).
Description: Existing roof assessment. Removal of existing roofs, debris removal and legal disposal
in the landfill, and repairs and installation of new 30-year standard shingles on 14 separate structures.
Only outdoor, pressure treated materials shall be used; contractor’s work and materials warrantied.
All supplies shall be new. Any work necessary to be performed after regular working hours, such as
weekends or legal holidays shall be performed without additional expense to the County. The County
will not be responsible for any change in work involving extra cost unless approval is obtained in
writing by the County before such work is begun.
Carroll County (the "County") plans to select the most qualified contractor to enter into a contract
for the above referenced project.
The procedures for public works construction contracts as established by the Georgia Local
Government Public Works Construction Law, O.C.G.A. § 36-91-1 et seq. shall be followed. Final
selection will be made in accordance with the policies and administrative directives of the County and
any other statutory provisions.
Responses must be received by Carroll County Public Works Office located at 34 Horsley Mill
Road, Carrollton, Georgia 30117 on or before 2:00 p.m. Eastern Standard Time on February 29,
2024. After which time and date they will no longer be accepted. Late responses will be returned
unopened and will not be considered. The County is not responsible for late or misdirected mail.

Public Advertisement: February 5,2024
Mandatory Pre-Bid Meeting: F e b r u a r y 16, 2024 at 9:00 am
Proposals Due: February 29, 2024 at 2:00 pm
Award if acceptable, will be within 30 days.
A mandatory pre-bid meeting will be held on Friday, Feb. 16, 2024, 9 :00 AM EST at (Site
A) John Tanner Park and then travel to (Site B) McIntosh Reserve Park for meeting and structure
inspections. Any person or entity that fails to attend the mandatory pre-bid meeting and any
structure not inspected will not be permitted to submit a Bid for the Project and any Bid submitted
by a person or entity that did not attend the mandatory pre-bid meeting will be returned unopened.
All structures shall be inspected by bidder including: roofs, supporting roof materials evaluated,
structures will be self-measured by bidder. Instructions on needed repairs and approved material
guidelines will be given at this time by a County Inspector. The vendor, in undertaking the work
under this contract, is assumed to have attended the Pre-Bid Meeting and to have taken into
consideration all conditions which may affect the work. No consideration will be given to any claims
based on lack of knowledge of existing conditions.
The County reserves the right to select or reject any and all responses as a result of this Request
for Proposal. The County is not liable for any costs incurred by any person or firm responding to
this Request for Proposal.
The County shall have the right to terminate the relationship with the contractor at any time
without cause.

SCOPE OF WORK
I. General Requirements
a. Scope of Work Assessment, removal, and disposal of existing roofs down to the
original decking on entire roofing substrate, repairs of damaged roofing support if
needed, installation of new roofs on fourteen (14) structures located at Caroll County
Parks.
i. Provide all equipment, power, and labor and material as required for removal
and legal and proper disposal in land fill, repair, and installation of new roofs
(14 structures) at Carroll County Parks, John Tanner Park and McIntosh
Reserve Park locations.
ii. Provide and install specified and approved building materials. Any newly
discovered damages or suggested change orders after removal of existing
materials must be discussed and approved in writing by the County.
iii. All job sites shall be kept clean daily to the extent that the nature of the work
allows. All unfinished portions of incomplete roof must be covered in the
event of inclement weather until structure is finished. Installation of materials
must meet required County building codes. The new insulation materials
shall be fully adhered to the deck as per manufacturer and industry
specifications. Install new decking material if needed to support roofing
system. A synthetic underlayment must be used. Ice and Water shield and
flashing is required.
iv. Shingles must be a standard thirty (30) year shingle. Contractor must provide
and registered shingle warranty for all roofing materials, and a one (1) year
workmanship warranty for weather tightness is required.
1. A branded color sample of shingle shall be submitted and approved
by the Parks Department Head prior to installation.
Carroll County will be responsible for normal maintenance after installation; however, the awarded
contractor will be held responsible for damages and leaks for one (1) year after new roof
installation.

GENERAL INFORMATION
1. Proposal Format:
Proposals must be submitted in the format outlined in this document. Prior to actual evaluation, each
Proposal will be reviewed to determine whether or not it is complete. Proposals that do not contain the
information requested will not be considered.
Respondents shall use the prescribed format to clearly indicate their experience and qualifications .
2. Responsibility
The selected firm will be required to assume total responsibility for all services offered in his/her
proposal. The selected firm will be considered the prime contractor and the sole point of contact with
regard to all contractual matters.
3.
Required Bonds and Insurance
The firm shall provide the County with the required bonds listed in the Proposal Documents.
Proposal Security: A Bid Bond shall be included in the construction bid envelope. The Bid Bond shall
be payable to Carroll County in the amount of Five Percent (5%) of the Proposal Amount.
Performance and Labor a n d Material Payment Bonds: The accepted contractor shall furnish a proper
Performance Bond and Labor a n d Material Payment Bond in the form attached hereto as Exhibit A
covering the full amount of the Contract Price as security for the faithful performance of all work under
the Contract and payment of all charges in connection therewith. The cost of these bonds shall be
included in the contractor's bid.
To adequately protect the interests of the County, the successful respondent shall procure, and maintain
in effect during the life of the agreement, the following insurance coverages:
