1. GENERAL INFORMATION

1.1. Purpose

The Municipality of Anchorage (Municipality), Anchorage Health Department (AHD) seeks to

provide grants to selected applicants who will acquire, rehabilitate, or construct capital projects

for the purpose of providing housing for low- and moderate- income persons, including persons

experiencing or at risk of homelessness. Funding to be allocated comes from the US

Department of Housing and Urban Development (HUD) through the Community Development

Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs, including the

special allocation through the American Rescue Plan Act known as HOME-ARP. Projects must

be in accordance with HUD CDBG and HOME requirements (24 CFR Parts 570 and 92), as

modified by the HOME-ARP Implementation Notice for HOME-ARP funds.

This document, subsequently referred to as the Request for Grant Proposals (RFGP), explains

the process for applying for a grant with the Municipality, the requirements for being

determined eligible for funding, and the Municipality’s process for selecting grantees.

Through the AHD Consolidated Planning Process, the Anchored Home Plan, and

recommendations from the Housing, Homelessness, and Neighborhood Development (HHAND)

Commission, the Municipality of Anchorage has determined that there is a high demand in the

community for permanent rental housing for persons experiencing homelessness (PEH).

Therefore, there is a preference in this RFGP for projects that will provide a percentage of

housing units specifically for PEH. Entities choosing to construct a project that will serve PEH

must be willing to develop a project based on a “Housing First” model. Housing First combines

permanent supportive services and housing for PEH. For more information about “Housing

First” please visit http://www.endhomelessness.org/ or www.csh.org/. Emergency shelter and

transitional housing are not eligible for funding under this RFGP.

This RFGP is intended to fund the acquisition of properties for new housing. “Acquisition” in

this sense includes but is not limited to:

a. the purchase of unimproved land with the intention of constructing new housing;

b. the purchase of improved land with the intention of demolishing existing structures

and constructing new housing;

c. the purchase of existing non-residential buildings (e.g., hotels) with the intent of

rehabilitating them for use as housing;

d. the purchase of existing vacant residential buildings with the intent of rehabilitating

them for use as housing.

Projects that do not fall clearly into one of the above categories will be considered through the

RFGP scoring process.

The different programs from which funding is being allocated through this RFGP have different

requirements which may fit particular types of projects listed above more or less well. Please
