PIMC Pharmacy, ATS & Standpipe

This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H701-25-R-00029 PIMC Pharmacy, ATS, & Standpipe (Phoenix, AZ) a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS).

The Government anticipates releasing the solicitation on or about July 22, 2025 and will remain open for approximately 45 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK: The project includes relocation of the Inpatient Pharmacy in Building 233 from the second to fourth floor, incorporation of an automatic transfer switch (ATS) that will allow for monthly testing of the generator without disruptions and converting the Class I standpipe system to a wet stem and hose valves added to ground and basement levels. All work shall occur in Building 233 (tower) of Phoenix Indian Medical Center (PIMC), located in Phoenix, Arizona. This project includes infection control mitigation requirements.

LOCATION OF PROJECT: All work shall be performed at the PIMC, which is located at 4212 N. 16th Street, Phoenix, AZ, 85016.

PERIOD OF PERFORMANCE: Period of Performance is 270 calendar days from date of notice of proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000, in accordance with FAR 36.204(f).

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.

This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction.
