The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond.

The 106th Rescue Wing of the New York Air National Guard intends to issue a solicitation and award of a contract.

DESCRIPTION OF ITEM:

Permanent Aircraft Rinse System for C-130J and HH-60 aircrafts.

Required Salient Characteristics:

1. Fully autonomous system to include pilot activation.


2. Programmable to rinse both HH60 and C-130 aircraft.


3. Shore Power and Water will be made available


4. Minimum of 1-year warranty on parts and labor.


5. Optional Grate if old one inspected and needs replacement.

Our request excludes the following because these are already prepositioned at installation (NOT REQUIRED) :

oil water separator

any concrete or civil work

inground piping and conduits already available

inground water holding tanks

Field electrical and plumbing connections.

This is a SOURCES SOUGHT synopsis only. This SOURCES SOUGHT synopsis is not to be construed as a commitment by the Government. Gabreski Air National Guard Base (106th RQW) is seeking potential small business sources (including Service Disabled Veteran Owned Small Business, Woman Owned Small Business, HUBZone, 8(a) etc.

Contractor is required to supply system then perform inspection, service, required performance checks. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform maintenance inspections, testing, load testing and provide certifications for all inspections and tests performed. If you can fulfill this request, please respond with non-pricing information (capability, installation time frame, item, delivery time frame).

Location will be at 150 Old Riverhead RD, Westhampton Beach, NY 11978.

No solicitation is currently available. Qualified Small Business sources should respond and include the following information: 1. Offerors name, address, Point of Contact, telephone number, and e-mail address. 2. Offerors business size to include designation as SDVOSB, WOSB, HUBZone, 8(a), etc. 3. Statement of Capability (SOC) is limited to 5 pages.

Requests for information will be taken until 7APR25 and posted into the sources sought on SAM.gov 10APR25 by 1600. Due to the nature of sources sought the question answered will be very narrowed in scope. We reserve the right to limit answers to the bare minimum listed in this notice.

In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information shall be provided via email to: ashley.a.pace4.civ@army.mil and anthony.kirincic@us.af.mil. Include the following in the subject line: Sources Sought-Permanent Aircraft Wash System. No facsimile responses will be honored.

Any costs incurred as a result of this announcement shall be borne by the offeror and will not be charged to the Government for reimbursement. This notice is to assist the National Guard Bureau in determining potential small business sources. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL (RFP) OR AN INVITATION FOR BID.
