Description

The PASSPort e-Procurement platform was initially implemented in 2016, resulting in the retirement of APT, the former contract registration system, and Vendex, the former vendor management system. In 2024, MOCS retired the former Health and Human services procurement platform, HHS Accelerator, and integrated those services into PASSPort. This expansion, coupled with continuing growth in the user base, is driving the urgency to identify approaches of increasing our capacity and efficiency. Through the issuance of this RFS, the Mayor’s Office of Contract Services (MOCS) is seeking proposals for optimizing the performance, efficiency, reliability, and scalability of its procurement systems and processes to address increased capacity requirements of planned growth of its user base and transaction volumes. Two Categories: Category 1- System Enhancement/Optimization - propose changes to be made to existing software environment and implementation. Category 2- Software Enhancement/Replacement- propose transition to the system through significant software implementation, up to and including a complete system replacement.
