Certain groups, such as people experiencing houselessness, have experienced disproportionate increases in overdose fatalities in Denver. To better reach as many people in Denver as possible, DDPHE is providing funding to organizations and individuals who are leaders in these communities to share information and resources within their networks. This funding is available through the Centers for Disease Control and Prevention (CDC) Overdose Data to Action (OD2A): Denver grant.

The Contractor, in partnership with DDPHE and other OD2A contractors, will prevent fatal and nonfatal overdoses and reduce overdose disparities among people experiencing houselessness in Denver, who remain disproportionately impacted by overdoses. Other OD2A contractors have been selected to address overdose disparities among other populations, such as Indigenous/Native Americans, Spanish speaking individuals, and other Hispanic/Latinx communities. This will be done by expanding linkage to and retention in care, data/information sharing, harm-reduction, partnership, and stigma-reduction activities in Denver.

This is a $100,000 funding opportunity through the Overdose Data to Action (OD2A): Denver grant. The project term is anticipated to be from May 1 ,2024 – August 31, 2024. The start date is based on DDPHE’s estimated contracting timeline. An earlier start date may be possible if the contract is executed prior to May 1, 2024. The end date aligns with the CDC’s required annual contract term end date of August 31, 2024. The CDC OD2A LOCAL grant has a term of five years (September 2023 – August 2028). The program’s intent is to extend this contract annually, up to five years. Contract extensions and additional funding will be based on program and project needs.

A. BACKGROUND AND OVERVIEW
About DDPHE
The Denver Department of Public Health & Environment (DDPHE) is Denver’s nationally accredited
public health entity. We empower Denver’s communities to live better, longer by providing people with
opportunities that support their wellbeing and by improving services that enrich our community.
Background
Certain groups, such as people experiencing houselessness, have experienced disproportionate
increases in overdose fatalities in Denver. To better reach as many people in Denver as possible, DDPHE
is providing funding to organizations and individuals who are leaders in these communities to share
information and resources within their networks. This funding is available through the Centers for

The Contractor, in partnership with DDPHE and other OD2A contractors, will prevent fatal and nonfatal
overdoses and reduce overdose disparities among people experiencing houselessness in Denver, who
remain disproportionately impacted by overdoses. Other OD2A contractors have been selected to
address overdose disparities among other populations, such as Indigenous/Native Americans, Spanish
speaking individuals, and other Hispanic/Latinx communities. This will be done by expanding linkage to
and retention in care, data/information sharing, harmreduction, partnership, and stigmareduction
activities in Denver. These activities are further outlined below in Section C. Scope of Work.
The Contractor will work with DDPHE to describe the communities reached through their efforts,
barriers to implementation, additional needs, and recommendations for improvement. Furthermore,
the Contractor will collect data, measure outcomes, and report both to DDPHE to determine program
effectiveness ongoingly. In turn, DDPHE will provide Contractor with naloxone, training materials,
technical assistance, and fentanyl test strips.
B. ORGANIZATIONAL ELIGIBILITY

C. SCOPE OF WORK
Activities are intended to enhance the ability of the Contractor to respond to overdose trends for groups
disproportionately affected by the overdose epidemic, specifically people experiencing houselessness.
Implementation of harm reduction and linkage to care activities occur through a shared data to action
framework. With DDPHE and other Program Partners, the Contractor helps document current harm
reduction and treatment capacity, including critical gaps; provides program data; helps identify
emerging threats; collaborates to interpret the data to become meaningful and actionable; partners
with people with lived experience, DDPHE, and Program Partners to identify objectives and approaches;
shares resources with DDPHE and Program Partners; coordinates with DDPHE Program Partners; and
incorporates feedback from DDPHE, Program Partners, and clients to address challenges and improve
interventions.
The following activities are organized by strategic area and there may be inherent overlap, such as with
overdose prevention education carried out by the Contractor’s team alongside DDPHE’s dedicated staff.
DDPHE will work with the Contractor in providing a complementary timeline for the above activities and
may modify this together as needed, especially for the first contract term.
Linkage to Care:
Utilize training materials (e.g., slidedeck on overdose prevention and substance use basics;
resources on emerging drug trends in Denver; tools for assessing work completed such as pre
and posttraining surveys for training participants to complete) provided by DDPHE and DDPHE’s
other partners created for community educators/distributor use
Participate in further training DDPHE’s dedicated staff provide; provide LTC with community
members regularly served, acting to link members to treatment services and recovery
maintenance, as well as providing support for reengagement in care and retention in care
Consult with DDPHE in the creation of standard templates for bidirectional referral networks
across treatment, harm reduction, and support services, that is tailored to specific
racial/ethnic/cultural/geographic/other needs of community members
Harm Reduction:
Participate in further training that DDPHE’s navigator staff provide around harm reduction
concepts and principles
Collaborate with DDPHE navigators in provision of direct harm reduction resources including
naloxone and fentanyl test strips (FTS) distribution, other drug testing such as xylazine testing
strips as available
Provide overdose prevention education to community members who are regularly served by the
contractor, integrating with other efforts as appropriate and able
Stigma Reduction:
Collaborate with other Program partners and DDPHE in planning, implementation, and
monitoring and evaluation activities for stigma reduction campaign further developed
Attend meetings coordinated by Lead Program Partner on this strategy area as needed
Overdose Surveillance Infrastructure:
Collaborate with DDPHE to develop data sharing procedures and identify reporting systems to
facilitate data collection and reporting

Provide program data that will inform prevention and response efforts, and to ensure
DDPHE may use data to inform where we direct additional support/resources
Contractor may explore other opportunities for overdose data surveillance that will help to
prevent overdoses
PERFORMANCE MEASURES:
Attachment 4 is the CDC’s performance measures for OD2Afunded organizations, for reference. These
metrics are subject to change, and DDPHE may add additional performance measures that are not
included in the attachment. DDPHE will work with the Contractor to fulfill data collection and reporting
requirements.
D. FUNDING AND GRANT TERM
Program Funding
DDPHE encourages providers to submit a budget with reflects the operational needs of the program.
The maximum funding amount is $100,000.00.
Funds can be used for a variety of purposes including A.) Personnel: staffing support B.) Fringe: benefits
for personnel as a percentage of personnel salaries listed in category A C.) Travel: field trip expenses,
reasonable transportation costs D.) Supplies & Materials: expenses for program supplies and materials
E.) Subcontracts: subject matter experts, services your organization does not directly provide F.) Other
Direct Costs: other direct program costs that are not covered in other categories G.) Indirect Costs: 10%
of the amount requested is allowed for indirect/administrative costs. Attachment 5 is the CDC’s budget
preparation guidance document, for reference.
Funds can only be used for the purposes outlined in the service agreement. Applicants who may not
already meet the minimum insurance requirements, may include insurance costs in the proposed
budget. Partnerships are highly encouraged. Insurance will include general commercial liability, worker’s
compensation, and business auto (business auto can be waived).
Funds cannot be used to provide services and resources to people outside of Denver, therefore the
Contractor will ensure that events and activities focus on people who reside in Denver as possible.

Denver from September 2023.
Attachment 8 is an appendix from the NOFO that lists out the CDC’s unallowable activities and
expenditures.
Additional funding restrictions include, but are not limited to:
Recipients may not use funds for research.
Recipients may not use funds for clinical care except as allowed by law.

Generally, recipients may not use funds to purchase furniture or equipment. Any such
proposed spending must be clearly identified in the budget.
Program funds cannot be used for certain strategy activities which includes the purchase of
naloxone, contingency management, specific harm reduction activities such as provision of
equipment to use drugs, provision of clinical care and the operation/management of programs
in communitybased linkage to care settings.
Funding must not duplicate or overlap with resources provided under other federal funding
sources or CDC mechanisms.
Other than for normal and recognized executivelegislative relationships, no funds may be used
for:
o publicity or propaganda purposes, for the preparation, distribution, or use of any
material designed to support or defeat the enactment of legislation before any
legislative body
o the salary or expenses of any grant or contract recipient, or agent acting for such
recipient, related to any activity designed to influence the enactment of legislation,
appropriations, regulation, administrative action, or Executive order proposed or
pending before any legislative body
Term
