For Construction Manager at Risk (CM@R) under Other Transaction (OT)



Project: Over the Horizon Radar (OTHR) Infrastructure, Oregon



The U.S. Army Corps of Engineers (USACE) is issuing this notice to industry that this requirement will be solicited for preconstruction services and construction of the OTHR infrastructure using Construction Manager at Risk under 10 USC 2808a Other Transaction for Construction. This notice is provided for informational purposes to allow interested parties to be aware of the change in strategy.



Project Overview



Project Title: OTHR Infrastructure



Location: Oregon



Agency: USACE, Kansas City District (NWK)



NAICS Code: 236220-Commerical and Industrial Building Construction





Project Description



This OTHR system requires two sites, a Transmitting site and a Receiver site, located approximately 125 miles apart that are interdependent and must be executed concurrently. The sites are remotely located and positioned to monitor the United States’ Northwest approach corridor.



Transmitting Site Requirements:



Besides clearing and grading a little over 2 square miles for the antenna arrays, the following are also required:




  • Operations Facility, Pre-Engineered Building (PEB) on slab, 10,787 SF

    • Server Room, workshop, office area, restroom, comm room, break room, logistics room, mechanical room, electrical room

    • EMI shielding in comm room, EMI shielding for UPS (located in electrical room)

    • 160 SF UPS Battery Shelter

    • Electric, comm, water, sewer (septic system) utilities



  • Water Treatment Building, PEB on slab, 1,323 SF

    • Fire water storage tank required, commercial off the shelf

    • Potable water storage tank required, commercial off the shelf

    • Connect to water well (well installed by others)

    • Treatment system for potable water



  • Vehicle Maintenance Shelter, PEB on slab, 1,600 SF

    • One 12’x12’ garage door

    • No heating

    • Electric and water utilities



  • Vehicle Storage Shelter, PEB on slab, 2,450 SF

    • Electric utilities only, no heating

    • Drive through Overhead Doors

    • Workbench areas



  • Power Area

    • Gravel area with all equipment and fuel storage on concrete pads

    • Houses transformers, backup generator system (2 generators, government furnished), 14.4KV load bank (government furnished), 80,000 gal generator fuel storage (double walled), switchgear integrated with SCDA, Network, and Metering System.



  • Fueling station (gasoline and diesel dispensing) with minimum 500 gal storage for diesel and 500 gal storage for gasoline

  • Security Building, PEB on slab, 387 SF

    • Electric gate arm, lighting, fencing

    • Comms





Receiving Site Requirements:



Besides clearing and grading a little over 2 square miles for the antenna arrays, the following are also required:




  • Operations Facility, Pre-Engineered Building (PEB) on slab, 13,288 SF

    • Equipment Room, workshop, 1 office (open classified storage), Secure comms closet, Server room, restrooms, break room, logistics, fire/mechanical room, comm room, and electric room

    • Utilizes Fluid Cooling units on 8’x30’ concrete pad outside of facility

    • Specialized cable entry ports

    • Electric, comm, water, sewer (septic system) utilities



  • Water Treatment Building, PEB on slab, 1,323 SF

    • Fire water storage tank required, commercial off the shelf

    • Potable water storage tank required, commercial off the shelf

    • Connect to water well (well installed by others)

    • Treatment system for potable water



  • Vehicle Maintenance Shelter, PEB on slab, 1,600 SF

    • One 12’x12’ garage door

    • No heating

    • Electric and water utilities



  • Vehicle Storage Shelter, PEB on slab, 2,450 SF

    • Electric utilities only, no heating

    • Electric gate arm, lighting, fencing






  • Substation – serves as electrical utility interconnect and site distribution substation, includes enclosure for control shelter (with heating and cooling), fence, power distribution

  • Helicopter Landing Area, 100’ x 100’, minimal earthwork required



Acquisition Strategy (Pre-Award)



USACE will use a streamlined competitive selection process:



Step 1-White Papers: Interested parties will submit a Statement of Qualifications (max 10 pages). The government intends to down-select up to three Companies to proceed to Step 2.



Step 2-Pitches: Selected Companies will participate in pitch meetings. One company will be selected as the Construction Agent for award of the initial preconstruction services with a modification for construction award.



Award



The agreement will be awarded to the most qualified Construction Agent to provide preconstruction services and construction. Post-award Phase 1 of the CM@R includes Pre-construction services and Post-award Phase 2 includes the construction. The agreement will be Firm-Fixed-Price (FFP). The FFP for construction milestones will be agreed to as the design is finalized and funds are available.



Key Qualifications that will be used for the



Demonstrated experience with heavy civil construction in remote locations. (Experience specific to radar arrays, other OTHR systems, and work with Tribal observers will be given more consideration)



Demonstrated experience in remote locations requiring establishing and maintaining man camps.



Demonstrated experience with work in remote locations requiring a tight schedule.



Demonstrated experience with work in remote locations requiring heavy logistical coordination.
