Oregon State University (“OSU” and/or “Owner”) is conducting a competitive TWO-STEP Request for Proposals (RFP) process to retain ONE (1) Energy Trust of Oregon (ETO) Solar Trade Ally Contractor to provide Design-Build Services for the OSU-Cascades Photovoltaic Install Phase A - Resolicitation (the “Project”).

NOTE: This project is seeking Inflation Reduction Act – Investment Tax Credits (

. To receive increased credit and deduction amounts under the Inflation Reduction Act, the project will need to:
• Pay workers the local prevailing wage, defined in accordance with Department of Labor standards, for work on facility construction, as well as for alterations and repairs in a five-to-twelve-year period, depending on the credit, after a facility is placed in service (
