1. Work To Be Done: These instructions are for the NW DUNBAR AVENUE
IMPROVEMENTS project, which consists of constructionof1350LFofstreetreconstruction
and improvements including 5ft sidewalk, ADA ramps driveway approaches, in place pavement
pulverizing, grind and overlay existing pavement, new street pavement sections, a vegetated
infiltration planter, a vegetated water quality basin, signage and striping, CIPP lining of 8-inch
sanitary sewer pipe, electrical undergrounding, street lights, relocation of existing fence and gates,
frenchdrainandstormwaterinfrastructure.. Allworkmustbecompletedwithin150calendar
days from the date ofthe Notice toProceed.
2. PublicWork: ThisisacontractforapublicworksubjecttoORS279C.800to279C.870.
NobidwillbereceivedorconsideredbytheCityunlessthebidcontainsastatementbythe
bidderas a part ofthe bidthat he/she will complywiththe provisions ofORS 279C.840.
3. Date and Time toReceive Bids: Sealed bids will be received by Sarah Skroch, City
Recorder,until2:00p.m.onthe14thdayofMay,2026 Anybidsreceivedafterthespecified

4. Prequalification: Biddersshallhavecompletedaminimumofthree(3)projectssimilarin

7. ResidentBidder: Eachbidmust identifywhetherthe bidderis a resident bidder.
8. Registration and Licensing: No bid shall be received or considered unless the bidder is
registered with the Construction Contractors Board. In addition, the successful bidder will
be required to obtain a City of Troutdale or Metro Business License. Asbestos abatement
licensingunderORS 468A.720 is not required.
9. RejectionofBids: TheCitymayrejectanybidnotincompliancewithallprescribedpublic
bidding procedures and requirements and may reject for good cause any or all bids upon a
findingbythe Citythat it is inthe public interest todoso.
10. BidSecurity: Eachbidmustbeaccompaniedbybidsecurityinanamountoffivepercent
(5%)ofthebidpriceandintheformofasuretybond,irrevocableletterofcreditissuedby
aninsuredinstitutionas definedinORS 706.008,cashiers'check,orcertifiedcheck.
11. Contractor Responsibility Inquiry: Pursuant to ORS 279C.375(3), all bidders are
required to submit with their bid the Contractor Responsibility Inquiry Form along with
project references as indicatedonthe form.
12. Subcontractor Disclosure:
A. Each bidder shall submit to the City with their bid a disclosure of any first-tier
subcontractor that will be furnishing labor or will be furnishing labor and materials in
connectionwiththepublicimprovementandwhosecontractvalueisequaltoorgreater
than:

i. Five percent ofthe total project bidor$15,000,whicheveris larger; or
ii. $350,000,regardless ofthe percentage ofthe total project bid.
B. The disclosure offirst-tiersubcontractors shall include:
i. The name ofeachsubcontractor;
ii. The categoryofworkthat eachsubcontractorwill be performing; and
iii. The dollarvalue ofeachsubcontract.
13. Prebid Conference: An optional pre-bid conference will be held on April 30th at 10am at
the intersectionof7th Street andNW DunbarAvenue
14. BidPreparationandSubmittal: BidsmustbesubmittedontheBidFormprovidedoron
aphotocopythereof. Bidsaretobeenclosedinanopaquesealedenvelopewiththeproject
name,nameandaddressofthebidder,anddateandtimeofthebidopeningclearlymarked
ontheoutsideoftheenvelope. Allbidswillremainsubjecttoacceptancefor 14 daysafter
the bidopening.
15. Bid Evaluation: Discrepancies between the quantity multiplied by the unit price and the
extendedtotalamountwillberesolvedinfavorofthequantitymultipliedbytheunitprice.
Discrepancies between the indicated sum of any column of figures and the correct sum
thereofwill be resolvedinfavorofthe correct sum.
16. BasisofAward: Thecontract,ifawarded,willbeawardedtothelowestresponsiblebidder.
17. Payment and Performance Bonds; Public Works Bond: The successful bidder will be
required to submit a Payment Bond and a Performance Bond, each in the amount of the
totalbid. Acashier'scheckorcertifiedcheckmaybesubmittedinlieuofthePerformance
Bond but not for the Payment Bond. Additionally, the Contractor and every subcontractor
must have a Public Works Bond filed with the Construction Contractors Board before
startingworkonthis project,unless exempt.
18.BureauofLaborandIndustriesFee: ThepublicworkscontractfeerequiredunderORS
279C.825will be paidbythe City.
19. Acceptance: The successful bidder will be required to submit a Payment Bond,
PerformanceBond, Certificate(s)ofInsurance,andasignedAgreementwithintencalendar
days from the date ofthe Notice ofAward.
