Fire Alarm Replacement

Furnish all labor, materials, tools and equipment to fabricate, deliver, and install the Fire Alarm

Replacement for the Johnston CI Fire Alarm Replacement project located at 1401 Hodges St.,

NC 27604. Fire Alarm Replacement shall be performed in accordance with the included NCDAC

Fire Alarm Replacement Scope of work document and in accordance with the included NCDAC

Contract Drawings and Contract Specifications Dated July 21, 2025. Any scope of work-related

questions, clarifications, or assumptions made that would change the drawings or specifications

shall be submitted during the bid package review period. Responses to pre-bid scope of work-

related questions, clarifications, or assumptions will be issued in an addendum so that all bidders

have an opportunity to review.

A MANDATORY PRE-BID CONFERENCE will be at NCDAC 2020 Yonkers Rd. Raleigh

NC 27604., Lillington NC 27604 at 10:00AM on February 4,2025. Failure to attend the

read aloud. Any individuals wishing to attend the bid opening have two options to attend.

The bid opening will also be available at 2020 Yonkers Road, Raleigh, NC 27604, by contacting

Rodney Gregory at (919)324-1293 rodney.gregory@dac. nc.gov at least 2 business days prior to

bid opening so that a room of adequate size can be reserved to allow for social distancing. If

attending in person, individuals must enter through Door 4 and tell reception they are there for a

bid opening with Rodney Gregory and (919)324-1293. Please arrive at least 15 minutes prior to

bid opening.

It shall be the responsibility of the bidder to deliver their sealed bid to the proper location and at

the appointed place and time for the bid opening. Late delivery for any reason including late

delivery by the US Postal Service or other delivery service shall disqualify the bid.

All Bid Documents are to be received in a sealed envelope with all documentation titled on

the outside of bid package. For all information needed on outside of bid package envelope

see next page listed under “Bid Proposal For”. Please send sealed bid packages within a

mailing envelope for total concealment of bid.

Contractors are hereby notified that they must have proper license under the State laws

governing their respective trades and that North Carolina General Statute 87 will be observed in

receiving and awarding contracts.

No bid may be withdrawn after the opening of bids for a period of 90 days. The Owner reserves

the right to reject any or all bids and waive informalities.

Bids shall be made only on the Form of Proposal provided herein with all

blank spaces for bids properly filled in and all signatures properly executed.

Form of Proposals with scope clarification letters attached will be

automatically disqualified.

HUB PARTICIPATION RECORDING REQUIREMENTS:

NCDAC requires that, for construction contracts with a value of $5000 or greater, the contractor

shall comply with the document Guidelines for Recruitment and Selection of Minority

Businesses for Participation in State Construction Contracts including Identification of Minority

Business Participation, Affidavits A, B, C, and D, and Appendix E. These forms provided herein

are hereby incorporated and made a part of this contract. A bidder’s failing to comply with this

requirement will be considered non-responsive and will result in bid rejection.

The NCDPS imposed contract threshold of $5000 for HUB recruitment supersedes any reference

to a higher threshold that may be noted in the bid documents, within referenced documents, or

within any regulatory requirement.
