Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Howmedica Osteonics Corp. d/b/a Stryker Sales, LLC (Stryker) for a two (2) year contract at a total cost of $513,987.10 for the Fire Rescue Department. This Procurement is for manufacturer-authorized maintenance and repair services for the County’s existing inventory of LifePak 15 cardiac monitors/ defibrillators and LifePak 1000 Automated External Defibrillators (AED), as well as the purchase of additional LifePak 1000 AED’s and accessories. Stryker is the exclusive provider authorized to perform inspection, maintenance, and repair services on LifePak devices in the United States. No third-party vendor is permitted to sell these products or provide these services, and any attempt to do so would void warranties, compromise equipment reliability, and create unacceptable risks to public safety. This Procurement is being made in accordance with Section 3-205(e) of the County’s Procurement Policy, as Stryker is the original equipment manufacturer (OEM) and the sole source authorized to sell, inspect, maintain, and repair LifePak devices. Only the OEM can ensure compatibility with the County’s existing fleet, preserve warranty protections, and maintain compliance with manufacturer specifications.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
