The Pasco County Housing Authority (PCHA) is requesting sealed bids for modular home site
preparation and installation at its Jason Drive property located at the above address. Interested,
qualified, licensed and insured contractors who have successfully demonstrated their ability and
experience on comparable work are invited to submit a bid. Minority and women-owned businesses
are encouraged to respond.
The PCHA is a non-profit organization created by Pasco County in 1973 and released from the
County as a separate entity in 1977. The Authority was established in accordance with Florida
Statutes to develop, manage, and maintain low-income housing and housing assistance programs for
low-income families, disabled, elderly, and single citizens of Pasco County.

Sealed bids will be received July 2, 2026 by 10:00am EST at the Pasco County Community
Development Office at 8610 Galen Wilson Blvd, Port Richey, FL 34668. The bid shall be submitted
in a sealed envelope marked: PCHA-IFB-2026-02: Modular Home Site Preparation & Installation
Case Number 26-8002.
PROPOSALS/BIDS RECEIVED AFTER 10:00AM OR LEFT AT ANY OTHER LOCATION WILL
NOT BE ACCEPTED AND WILL BE RETURNED UNOPENED.
All Bidders are encouraged to visit the Project Site prior to the Bid. A mandatory pre-bid conference
will be held on June 2, 2026 at 8:30am. Attending the pre-bid conference is required in order to
submit a bid. Proposers should examine all conditions affecting the work requested. The successful
bidder will be responsible for the proper fitting and anchoring of the new work, and for adjusting and
repairing adjacent affected work. All questions must be received no later than June 16, 2026 and
should be directed to procurement@pascocountyhousing.org, all answers will be published on PCHA
website https://pascocountyhousing.org/ as an addendum and will be emailed to contractors in
attendance at the pre bid conference.

The PCHA reserves the right to reject any or all bids, to waive informalities or irregularities in any bid,
to advertise for new IFB, to cancel this IFB, to proceed to do the work by other means, as may be
determined to be in the best interest of the Authority.
Scope of Work and Specifications
This project is possible by a grant and the contractor will be working in conjunction with Pasco
County Community Development Department along with Pasco County Housing Authority. All
payments will be completed by the County to the contractor.
A Phase I Environmental Site Assessment was completed September 2024
The following specifications are intended to be completed:
All material and labor should meet manufacture specifications and codes. Contractor is
responsible for lead testing if required. All permitting is to be completed by Contractor.
1. Prepare site to include utility installation (well & septic), tree clearing, grade site to ensure
proper water drainage away from the foundation, pad prep and foundation setup for a 2-
bedroom, 2- bath modular home. Note: there appears to be an abandoned water supply
well and septic tank showing it was concrete and had root issues per neighbor.
2. Obtain all necessary permits including but, no limited to: Building permit, septic system,
well, tree clearing, etc.….
3. Contractor to include all set up, sewer and water connection, stairs, sidewalk(s), and stem
wall (if applicable) listed in the itemized bid.
4. Construct permanent foundation suitable for the modular home (stem wall).
5. Secure the modular home to the foundation per manufacturer’s guidelines.
6. Weather Sealing. Perform all exterior close-in work, including roofing, siding, and sealing
walls to make the structure weather tight within 24 hours of setting.
7. Connect new water and sewer lines to the well and septic system.
8. Arrange for temporary utility poles, installation of an underground electric line from the
meter to the home and final connection.
9. Install and connect all HVAC systems including the exterior condenser unit and interior air
handler. Overhead ducting.
10. Install skirting, stairs with railing for all exterior doors and exterior lighting fixtures.

11. Complete drywall finishing at all lines, trim installation, carpet/vinyl installation, and painting
where required.
12. Final site cleanup including removing construction debris.
13. Supply, deliver, and set up a two-bedroom, two-bathroom modular home. Home should be
maximum of 1500 sq. feet. Home to be approved by PCHA. Installation needs to follow
manufacturer and all local/state codes.
Both on-frame and off-frame installation are acceptable.
14. Home Floor plan(s) available for selection should be submitted with the bid. Any model
offered must be or exceed the local building and wind codes established by Pasco County,
FL at time of installation.
15. Home should have painted Hardie board siding. Insulation 11-19-30
16. OSB board sheathing with house wrap.
17. Impact rated windows and impact rated 6 panel outswing exterior doors.
18. Contractor is responsible for coordinating all inspections with local officials.
19. Contractor will need to fix any and all items damaged or removed that are not to be
replaced in the unit.
NOTE: Any additional work will require a change order.
Ensure compliance with the Build America, Buy America Act / Buy American Preference
General Requirements
2.1.1 Maintenance of Work Area:
The Contractor shall keep the working area sufficiently clear of equipment, material, and implements
of service to prevent endangering persons and damage to the PCHA’s property and to avoid an
unsightly condition. Removal of such items shall be performed promptly upon completion of work. All
debris and other waste materials shall be removed from the site and disposed of legally. The Contractor
shall not use PCHA’s facilities for disposal of debris and waste materials. Roofing nails are to be picked
up throughout the day to avoid any safety issues.
2.1.2 Safety and Security:
The Contractor shall comply with all laws, ordinances, rules and regulations applicable to the work. The
Contractor shall provide adequate protection for all persons and all PCHA’s personnel within the
working area or approaches thereto, and shall furnish and erect temporary barricades where
necessary.
