Solicitation Summary

Hagerstown Light Department, MD (“HLD”) issues an RFP to solicit indicative proposals for block energy.  HLD is seeking indicative bids for Fixed Load Shape (CY 2026, 2027, 2028) products, Load Following Product (CY 2026, 2027, 2028), RPS Compliance Services (CY 2026-2028), and Block Scheduled Energy (CY 2029-2031 and CY 2029-2032). further detailed in the attached RFP term sheet and RFP site here .  HLD may accept a combination of alternatives from one or more suppliers.  If not transacting under an already existing EEI, HLD asks that bidders respond with minimal comments to the attached contract coversheet.  Questions concerning the RFP should be directed to GDS Associates, Inc.

Proposals submitted in response to this RFP are requested by July 30, 2025 4 :00 PM Eastern .
