Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Syn-Tech Systems, Inc (STS), in the amount of $44,125.00, for a tree (3) year-term for ongoing and as-needed maintenance and repair services to the existing Fuelmaster software and hardware system at Fleet remote and Fire Rescue locations. This procurement is being made in accordance with Section 3-208[2] of the County’s Procurement Policy as a noncompetitive procurement purchase because the Fuelmaster software and hardware system are part of an existing integrated system currently used by the Hillsborough County Fleet Management and Fire Rescue Department and its service is only reasonably available from one source. The STS Fuelmaster provides the County the ability to track fuel, vehicle mileage, and to obtain fuel from remote locations at Fleet Management and Fire Rescue locations which impact the services when in a state of emergency is declared. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached proposal must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
