Pursuant to N.C.G.S. 143-128 and 143-129 and city policy, sealed proposals endorsed “Foxcroft/Diggs
Neighborhood Sewer Rehab, FB26180” will be received by City/County Purchasing, City Hall, 101 North
Main Street, Winston-Salem, NC until the date and time listed above. The City reserves the right to reject
any or all proposals. Should less than three bids be received, the project will have to be re-advertised.
Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. A 5%
Bid Bond will be required at time of opening bids. 100% Performance & Payment Bonds will be required
of the awarded contractor.

or 336-747-6939 during normal business hours. Bidders are encouraged to carefully read and understand
the contents of the Bidding Documents. The bid documents include two plan sets and the specifications/bid
documents. Bid documents can be obtained by contacting Catherine Knisley.
The scope of work includes, but is not limited to, the rehabilitation of the existing gravity sewer system
within the Foxcroft and Diggs Neighborhoods through a combination of cured-in-place pipe (CIPP) lining,
pipe bursting, pipe patching, and open cut point repairs at identified defect locations. Work also includes
manhole rehabilitation, maintenance of sewer service during construction via bypass pumping, and
restoration of disturbed areas such as pavement, road shoulders, and adjacent property. Additional work
includes traffic control, erosion and sedimentation control, utility coordination, and all incidental work
necessary to complete the rehabilitation of gravity sewer and associated structures throughout the project
area.
Compliance with the City/County Utility Commission's Minority and Women Business Enterprise program
is required on this project. The M/WBE subcontracting goals for this project are 7% MBE and 5% WBE
and must be met separately.

A non-mandatory pre-bid conference will be held at 10:00 AM, March 31, 2026 via Microsoft Teams.

The purpose of this conference is to summarize the scope of work involved and to explain the City’s
Minority and Woman Owned Business Enterprise (M/WBE) goals and program related to this project.
Staff will be present to answer questions. A record of attendees will be made. (Attendance is encouraged
as it counts towards the MWBE Good Faith Effort that is required of bidders.)
