Pursuant to N.C.G.S. 143-131 and city policy, sealed proposals endorsed “Barbara Jane Avenue
Sidewalk, IF2745” will be received by City/County Purchasing, City Hall, 101 North Main Street,
Winston-Salem, NC until the date and time listed above. The City reserves the right to reject any or all
proposals.
Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. All
prime contractors and subcontractors are required to be NCDOT prequalified at time of bid. This contract
is partially federally funded and NCDOT has oversight; therefore, Davis-Bacon wages apply, with
Debarment, Anti-Lobbying, Gift Ban, and other specific forms that must be submitted with a bid.

336-747-6970 during normal business hours. Bidders are encouraged to carefully read and understand the
contents of the Bidding Documents. Bid documents can be obtained by contacting Randoll Surles.
This project includes construction of sidewalks and other pedestrian improvements along Barbara Jane
Avenue in Winston-Salem, NC. This involves grading, drainage, paving, curb & gutter, and sidewalks.

** NOTICE OF PRE-BID **
A MANDATORY pre-bid conference will be held at 10:00 AM, September 9, 2026 via Microsoft
Teams. Contact randolls@cityofws.org for the meeting link.
The purpose of this conference is to summarize the scope of work involved and to explain the City’s bid
process. Staff will be present to answer questions. Attendance is not required but is always encouraged.
