The following questions were received concerning this Request for Proposal (RFP):
Technical Evaluation Criteria (p67-68): The 4 items referenced, in general, are not representative with the depth and breadth of tasks and requirements within the SOW (p14-21). In particular, the evaluation criteria emphasis on Training on Powered/Electrical Industrial Trucks. Including this particular task, which likely is a very minimal part of the overall scope is unusual as the emphasis of scope is traditional IH and Asbestos. Please review the criteria related to the SOW and advise.
ANSWER: The evaluation criteria will remain as stated in the RFP.
2. Technical Evaluation Criteria: What is the Weighting difference (in %) between Price and Technical?
ANSWER: As stated on page 74 of the RFP, the Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government.
3. Regarding the Training on Powered/Electrical Industrial Trucks, please qualify and quantify the equipment used (electric and gas/propane Class I, IV & V), the frequency of training and number of trained staff annually.
ANSWER: Refer to the instructions on page 68, regarding providing a narrative of the specialized experience in this area.
4. Please identify the current total FTE in place on the current contract, and how the current contract (and contractor) has addressed the Training on Powered/Electrical Industrial Trucks.
ANSWER: An answer will not be provided about performance on the current contract.
5. Please identify/elaborate on the frequency and purpose of drone use. Is the VALA Campus cleared by FAA for drone flights? Does VALA have a preference towards the type of drones to be used?
ANSWER: Sufficient information relating to this question is provided in paragraph 8.3 of the Statement of Work.
6. Does the current contract have a provision for Drone use and, if so, does the current contractor have the capability to provide these services?
ANSWER: An answer will not be provided about performance on the current contract.
7. Please provide a copy of the current contract for services.
ANSWER: A copy of the current contract will not be provided.
8. The SAM.GOV publication states this solicitation was published on 7/1/25; however, our team frequently reviews for these types of opportunities (ie 3-4x/week) and this was not discovered until today. Is the 7/1/25 publish date accurate?
