The Minnesota Bureau of Criminal Apprehension (BCA) intends to make a one-time purchase of the Latent Print Examination Training Program from Evolve Forensics. BCA Forensic Science Services provides latent print forensic testing in support of law enforcement agencies throughout Minnesota. This testing is conducted by BCA Latent Print scientists, all of whom must complete a rigorous, comprehensive training program prior to performing casework. Currently, the BCA independently develops and administers this training program, which includes lecture modules, laboratory exercises, and a series of competency evaluations (including knowledge assessments, practical exams, written reports, and mock courtroom testimony). The program must meet requirements outlined by ISO/IEC 17025, the ANSI National Accreditation Board (ANAB) AR 3125, and the BCA Forensic Science Services Quality Assurance Program. It is also designed to align with relevant standards published by the Organization of Scientific Area Committees (OSAC) and the Academy Standards Board (ASB). The full program typically takes 15 to 18 months to complete. Independent administration of this training significantly reduces the time available for BCA Latent Print scientists—especially the Latent Print Technical Leader—to perform casework, as they must also develop and maintain all training content. This includes incorporating ongoing advances in scientific research and forensic methodologies, which require frequent updates to training materials. In addition, BCA scientists must currently travel to receive supplemental training on complex or emerging topics, resulting in added costs and further reducing time available for casework. Evolve Forensics, offers a unique and comprehensive Latent Print Examination training program that can be used to supplement and enhance the BCA’s internal program. The Evolve program includes extensive lecture and laboratory content covering all relevant latent print topics—including advanced areas such as human factors, distortion, and suitability determinations. It also includes dedicated consulting hours for support. The program is designed for on-site use, eliminating the need for travel, and can be reused for training future staff. By adopting the Evolve Forensics program, BCA can significantly reduce the workload of the Latent Print Technical Leader related to curriculum development, while ensuring continued alignment with current industry standards. No other known vendor offers a similarly comprehensive, reusable, and standards-compliant training solution that can be fully implemented in-house. The proposed agreement is for a one-time purchase. The training program will be administered internally by the Latent Print Technical Leader, with access to consultation support from Evolve Forensics as needed.
