MEMORANDUM FOR THE RECORD
SUBJECT: Justification for Shortened Solicitation Posting Period
SOLICITATION NUMBER: 3160008068
PROJECT / REQUIREMENT: MSDH requires the expertise of epidemiologists, evaluators, or
biostatisticians with direct experience with a state public health department or CDC in
Chronic Disease, Maternal Child Health, Public Health Statistics, or Clinical Informatics
data to support complex epidemiological work for the agency. Expertise and experience
with CDC Title V, Title X, PHHS, or similar Block Grants, Chronic Disease and Maternal
Child Health programs is required. Project based work will be assigned by the Agency as
required for program deliverables and required analytical work.
1.0 PURPOSE
This memorandum documents the determination of the Contracting Officer to approve a
shortened solicitation posting period of 22 days for the above-referenced requirement.
2.0 BACKGROUND & REGULATORY AUTHORITY
Standard procurement procedures generally require a minimum 30-day response time for
the receipt of bids or proposals. However, under 5.2.3 advertising time in the PPRB rules
and regulation manual on page 41, the Contracting Officer has the authority to establish a
shorter response time, provided it affords potential offerors a reasonable opportunity to
respond.
3.0 JUSTIFICATION FOR SHORTENED PERIOD
The decision to reduce the posting period from 30 days to 22 days is based on the following
compelling circumstances (select and expand upon the applicable justifications): [1]
* Commercial Item Acquisition: The requirement is for commercial items, allowing
the Contracting Officer to establish a shorter period. [1]
* Urgency / Pressing Need: There is an urgent requirement for these goods/services.
Delaying the solicitation to the standard 30 days will result in unacceptable program
delays or operational impacts. [1]
* Prior Market Research: Extensive market research has been conducted, indicating
a limited number of capable sources who are already familiar with the
specifications.
* Adequacy of Specifications: The provided scope of work and specifications are
highly specific and do not require extensive time for vendors to prepare an adequate
technical or cost proposal. [1, 2]

4.0 DETERMINATION
