COON BRANCH AT ANNANDALE PARK (AC82-0002) STREAM RESTORATION
PROJECT NO. SD-000031-166
Sealed bids are hereby solicited for stream restoration using Natural Channel Design techniques of
approximately 1,685 LF of Coon Branch and unnamed tributaries of the Coon Branch stream
channel and 578 LF sanitary sewer installation, rehab, CCTV and new manhole installation. This
project includes the demolition and reconstruction of a pedestrian bridge and the removal of
naturally occurring asbestos rocks. The rocks shall be removed and disposed of at an approved
facility. The contractor is responsible for all requirements of OSHA. 29 CFR 1926.1101.
The work will occur North of Little River Turnpike, south of Malcom Ct. east of Interstate 495 and
west of Hummer Road in the Annadale Community Park in Fairfax County, VA.
This is a Lump sum price Contract. Contract length is 550 calendar days.
FAIRFAX COUNTY’S PREVAILING WAGE ORDINANCE APPLIES TO THIS CONTRACT.

Bids will be received in the office of the Director, Utilities Design & Construction Division, Department
of Public Works and Environmental Services, 12000 Government Center Parkway, Suite 463, Fairfax,
Virginia until 11:00 a.m., prevailing local time, Tuesday, January 10, 2023. Bids received after that
time will not be accepted. Bids will be opened publicly and read aloud at 11:05 a.m., Tuesday,
January 10, 2023. The bid opening shall be conducted as a web-based meeting. Attendees who

All bidders shall comply with Article A-21, Fairfax County Construction Safety Resolution.
Bidder’s request for determination of eligibility to bid must be received by the County no
later than fourteen (14) days before bids are due in accordance to Article A-18.E of Section
A, Information For Bidders.
A Mandatory Pre-Bid Conference will be held on Thursday, December 22, 2022, at 11:00 a.m.
The Pre-Bid Conference shall be conducted as a web-based meeting. Contractors who request the
Bidding Documents shall receive an invitation via Teams Meeting. All other attendees who wish to
attend the conference, please contact TSCB Engineer Technician.
Bidding Documents in the form of electronic files in “pdf” format will be available Thursday,
December 8, 2022, and may be obtained by using the Commonwealth of Virginia electronic
procurement portal at www.eVA.virginia.gov. Solicitation information will also be available online at
the following Fairfax County website:

All questions concerning the project shall be submitted in writing to the Director, Utilities Design &
Construction Division, Department of Public Works and Environmental Services, 12000
Government Center Parkway, Suite 463, Fairfax, VA 22035-0056, or by emailing
DPWESCAPUDCDStormwaterInquiry@fairfaxcounty.gov, and to be given consideration, questions
must be received at least seven (7) days prior to the date fixed for the opening of the bids. This
office is the only point where information will be disseminated.
Bid Security must accompany each proposal in accordance with Information for Bidders. No bid
may be withdrawn for a period of sixty (60) days after the opening thereof.
The procedure specified under Section 2.2-4330(A) (i), VA Code Ann. shall apply: “. . . the bidder
shall give notice in writing of his claim of right to withdraw his bid within two (2) business days after
the conclusion of the bid opening procedure; . . .”.
The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and all bids,
waive informalities and irregularities in bidding and to accept bids which are considered to be in the
best interest of the County.
