Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Baker & Taylor, LLC, for a three (3) year period at a total cost of $178,647.00, for annual subscriptions to the existing collectionHQ and ESP software programs. The Library Services Department has utilized collectionHQ since 2011 to assist in decision making about which materials to purchase, retain, move, and deaccession from their collection in order to maximize circulation. Evidence-based Selection Planning, has been in use by Library Services Department since 2017 and enables librarians to be more efficient in their material selection process, freeing up more time to be spent directly with customers. This procurement is being made in accordance with Section 3-208(2) and Section 3-208(10) of the County’s Procurement Policy as this is a renewal of the existing software subscriptions that aid in the purchase of library materials and are only available from Baker & Taylor, LLC, which utilize library-specific historical data that has been collected throughout the previous contract periods. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached offer letter must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submission” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
