ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Carthage Downtown Revitalization will be received at Carthage
Town Hall, 4396 US 15-501 Hwy, Carthage, NC 28327, Attention: Emily
Yopp until 2:00 pm local time on Friday, March 13th, 2026, at which time the Bids received will be
publicly opened and read aloud. Any and all questions related to the bid documents must be submitted
via email to Emily Yopp, Lindsay Whitson at lwhitson@centralpinesnc.gov, or Trevor Hansen, no later
than February 28, 2026. All questions received by this deadline will be reviewed and responded to by
the consultants by March 2, 2026. Construction must begin no later than May 18, 2026, and be
completed by November 30, 2026.
The project consists of improvements and additions to the traffic circle, adjoining roads, and
surrounding hardscape and parking areas in downtown Carthage. In general, the primary scope
includes reconfiguring the circle to improve vehicular movements and drainage. The project also
involves significant revisions to hardscape and landscaping, including updates to pedestrian areas to
enhance overall functionality and aesthetics in the downtown area.
The Issuing Office for the Bidding Documents is: LKC Engineering, PLLC, located at 390 W Pennsylvania
Ave, Southern Pines, NC 28387, 910-420-1437. Prospective Bidders may obtain copies of the Bidding
Documents from the Issuing Office as described below.
Bidding Documents may be obtained from the Issuing Office during regular business hours, 9:00 AM to
4:00 PM. Documents can be obtained digitally via email from the Town Manager, downloaded from the
Town of Carthage's website, or downloaded from the NC Procurement Site at https://evp.nc.gov/.
Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person
pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-
refundable cost of printed Bidding Documents is $150.00 per set, which includes shipping, payable to
LKC Engineering. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent to
the Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be
considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding
Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible
for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than
the Issuing Office.
There is not a pre-bid conference for this project.
Bid security shall be furnished in accordance with the Instructions to Bidders.
