Forsyth County Receiving Requests for Proposals (RFPs) for Behavioral Health and
Opioid Settlement Funding
Forsyth County is now accepting applications for FY27 Opioid Settlement and Behavioral
Health funding. The application portal will be open beginning January 26, 2026, at 8 a.m.,
and will close February 13, 2026, at 5 p.m.

Anticipated Funding Timeline
• January 26, 2026 (8 a.m.) – Applications open
• February 13, 2026 (5 p.m.) – Applications close
• April 1, 2026 – Health and Human Services (HHS) Board votes on recommendations
• May 7, 2026 – Board of County Commissioners vote
• June 6–30, 2026 – Possible contracts distributed
• July 1, 2026 – June 30, 2027 – Potential contract period
Opioid Settlement Funding
As a part of the Opioid Settlement, Forsyth County is expected to receive more than $38
million over an 18-year period. Each year, Forsyth County accepts Requests for Proposals
for projects that support evidence-based and authorized strategies. In alignment with the
Memorandum of Agreement between the State of North Carolina and local governments,
Forsyth County has elected “Option B”, allowing funding for a broad range of prevention,
treatment, recovery and harm reduction strategies.
Funds must be used to address the negative impacts of the opioid epidemic on Forsyth
County residents through high-impact, evidence-based approaches. Eligible applicants
must meet Forsyth County vendor requirements, contractual terms, and all applicable
conditions related to Opioid Settlement funding.
Priority Funding Areas
Applicants are asked to select one strategy that best aligns with their proposed project.
Organizations may submit multiple applications if proposing distinct projects under
different strategies.

• Collaborative strategic planning
• Evidence-based addiction treatment
• Recovery support services
• Recovery housing support
• Employment-related services
• Early intervention
• Naloxone distribution
• Post-overdose response teams
• Syringe services programs
• Criminal justice diversion
• Addiction treatment for incarcerated persons
• Reentry programs
EXHIBIT B STRATEGIES
• Expand access to treatment for opioid use disorder (OUD) and co-occurring substance use
disorder and/or mental health conditions, including all FDA-approved forms of Medication-
Assisted Treatment (MAT)
• Support workforce development for addiction professionals serving individuals with OUD and
co-occurring SUD/MH conditions
• Provide a full continuum of treatment and recovery services, including supportive housing, peer
support, counseling, community navigators, case management, and connections to
community-based services
• Fund media campaigns to prevent opioid misuse
• Provide public education related to safe drug disposal
• Support drug take-back, disposal or destruction programs
• Engage nonprofit and faith-based organizations as prevention and support systems
• Fund evidence-based prevention programs in schools or evidence-informed school and
community education initiatives
Behavioral Health Funding
Forsyth County is also seeking proposals for Behavioral Health Funding to support services
for children and adults with mental health, substance use, and developmental disability
needs. Priority areas may include access to care, peer support, diversion from emergency
departments or jails, transitional and supported housing, transportation to services,
trauma-informed care, respite services, language-accessible services, and evaluations and
assessments.
