City of Pawtucket, RI
***** Addendum #1 *****
RFP # 24-035, WiFi & Hot Spot Services
April 9, 2024
The attention of bidders submitting proposals for the above-referenced project is called
to the following Addendum to the Request for Proposals indicated above. The items set
forth herein, whether of omission, addition, substitution or other change, are all to be
included in, and form a part of the proposed Contract Documents for the work.
Inclusion of this Addendum must be acknowledged in the spaces provided in the
document entitled “24-035 - WiFi & Hotspot Services”. Failure to acknowledge any
and all addenda in the above specified bid form may be cause for rejection of the
bids by the Owner on the grounds that it is not responsive.
This addendum consists of three (3) pages.
Item 1: Questions and Answers:
Q1: What type of device does the WLAN need support?
Commuter phones and laptops, predominantly + Kiosks.
Q2: What is the number devices supported on WLAN?
How many people do you expect to be using the wi-fi at each location at once?
How many concurrent users will each location need to support?
This depends on the size of the hotspot, as the RFP requests a minimum wi-fi quality, which
is harder to achieve the more people who are using a hot-spot. You might say, The WLAN at
the one wifi location identified in the RFP which should be able to support 50% of the
train/bus ridership, possibly 100 devices at various peak times in the morning and evening, at
the speed specified in the RFP.
Q3: What is the existing WLAN today? How old is the existing WLAN? Do you intend to
completely replace the existing WLAN?
The locations identified for wifi and for hot spots do not already have wifi. Computer Ops has
no knowledge of existing wifi setups throughout the city, you will have to determine if any
existing WLAN is available at the locations identified in the RFP directly.
Q4: How do plan to power the outdoor access point? Is there any mounting
restrictions?
The selected communications firm will need to work with the City (Department of Public
Works) to give the wi-fi technician information about where and how to plug in.
Q5: What is your current wired network topology?
Cox Communications and Verizon are services providers in Pawtucket. Details related to
your question are best answered directly with one of the providers.
Q6: Is there 5G initiatives that need to considered?
Not to our knowledge. Contact with Verizon may offer more detail.
Q7: What power supplies (wattage) are currently deployed in your switches?
The Transit Center may have a switch, but otherwise this question seems to assume that
there is an existing system to be replaced. There is no existing system.
Q8: Are there light poles with 24/7 power available or other mounting suitable
structures available with 24/7 power?
What type of access will the sites have for powering the equipment?
Selected contractor should expect to talk with Pawtucket Department of Public Works and RI
Energy. RI Energy owns most of the light poles and any tie-in will require their permission.
Pawtucket’s DPW will assist in getting that permission granted.
Q9: What will be the cable rating to each AP? (Cat 5, Cat 5e, Cat 6, etc.)
Cat.6.
Q10. What is the desired bandwidth for each location?
Each location should have bandwidth sufficient to supply that location’s suggested concurrent
users with the signal strength specified in the RFP.
Q11. Do the sites have access to ISP drops? Which ISPs provide service in the area?
The transit center is likely to have ISP drops, but this is a question to ask of the service
providers pre-existing in the network, Cox and Verizon.
Item 2: Addendum #2 (24-35A2) Clarification
Item #1 referenced Request for Information Deadlineas its header. For clarification,
that header should reference Bid Submission Deadlineas the update in the body of Item
1 pertains to the bid submission deadline only.
