Zuni Quarters Sewer Improvement Project,

This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70126R00014 Zuni Quarters Sewer Improvement Project, located in Zuni, NM. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36.

The Government anticipates releasing the solicitation on or about December 23, 2025 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK: The purpose of this project is for the reconstruction of the sewer lines, which will include the demolition, construction and replacement of the existing sewer lines placed along 6th Street and the sewer lines located in the alleyway north of Housing Units 404 and 405 at the Zuni Comprehensive Community Health Center. All work is to be completed in accordance with the design documents provided for this project.

LOCATION OF PROJECT: All work shall be performed at the Zuni Comprehensive Community Health Center.

CONSTRUCTION DURATION: Period of Performance is 90 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $100,000.00 and $250,000.00.

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.

This project will be solicited as 100% set aside for Small Businesses under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $45.0 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.

For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last five (5) years is less than $45.0 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.
