Description of Requirement:
Rehabilitate the Hurricane Ridge public water system by replacing reservoir fill and distribution lines with high-density polyethylene (HDPE) pipe and associated valves; competently managing and disposing of asbestos cement pipe; inspecting, repairing, and re-coating the existing 100,000-gallon dual-chamber underground cast-in-place reinforced concrete reservoir; replacing the well pump control system; providing temporary water and sanitary services to existing facilities during construction; and restoring all surfaces disturbed by construction activities.
Include additives/options to demolish and remove obsolete surface water infrastructure from the site; and add remote monitoring capability for key water system parameters.

BASE Item: Rehabilitate the existing water storage and distribution system.
Option Item A: Demolish all above-ground obsolete infrastructure associated with the original surface water system and restore site.
Option Item B; Provide remote monitoring capabilities for key water system parameters in temporary utility building.

Project will be constructed under a single prime contract.

Location:
This project is located at the Hurricane Ridge developed area in Olympic National Park, WA. Hurricane Ridge is located approximately seventeen (17) miles south of Port Angeles, WA on Hurricane Ridge Road. Port Angeles lies approximately one hundred twenty (120) miles north-west of Olympia, WA via State Highway 101 E and eighty-five (85) miles north-west of Seattle, WA via State Highway 101 W.

Target Date; June 23rd, 2025-ARO- 200 days

In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated:
$1,000,000 - $5,000,000.

The solicitation, plans, and specifications are expected to be posted on or about MAY 12th, 2025 (this is a target date which may slip or change; if the solicitation is not posted on SAM MAY 12th , 2025, that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted.

This is a Pre-solicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.SAM.gov. The contracting office will not provide hardcopies or email copies of the solicitation.

All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment.
