Fredericksburg & Spotsylvania National Military Park (FRSP) - Restripe and New Layout and Stripe Multiple Parking Lots & Crosswalks

Amendment 0003 - Extend closing date and time to September 8, 2026, by 1600 Mountain Time.

Amendment 0002 - Address Contractor asked Questions. The solicitation closing date and time is extended to September 2, 2026, by 1600 Mountain Time.

Amendment 0001 - Corrects the information in the Original Section L and M due to so typos and updated information regarding Evaluation Factors. The amendment incorporates updated Schedule-SOW-T&Cs, that must be used in response to solicitation unless otherwise amended. The response dates included in the original posting and SF1442 are correct of August 31, 2026, by no later than 1600 Mountain remain unchanged. The site visit date and time of Tuesday, August 11, 2026, at 9AM Eastern as included posting and original solicitation on page 69 remains unchanged.

The Department of the Interior on Behalf of the National Park Service - Philadelphia Major Acquisition Business Office (MABO) has a requirement for Fredericksburg & Spotsylvania National Military Park (FRSP) for pavement restriping and striping of multiple parking lots and crosswalks throughout FRSP.

GENERAL: This is a NEW requirement, no presolicitation will be posted in accordance with Revolutionary FAR overhaul (RFO) 5.101 (b) and the full solicitation is hereby posted in accordance with RFO 5.101 (b)(1)(i)(A).

Anyone wishing to participate in this proposed procurement must obtain their copy from SAM.gov | Home. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov | Home. Contractors will be solely responsible for obtaining amendments from this site to update files.

PROJECT SCOPE: The general scope of work includes:

The contractor shall provide all equipment, labor, materials and incidentals to prepare pavement and restripe existing pavement markings and provide new layout areas for new pavement markings where pavement marking does not exist in multiple areas throughout FRSP per the Federal Highway Administration - FP-24 and the Viriginia Department of Transportation (VDOT) stands and regulations.

PERIOD OF PERFORMANCE: Approximately 90 days after Notice to Proceed. Mobilization to site is anticipated to begin sometime after October 1, 2026 at the earliest, subject to submittal approvals. Notice to Proceed will not be issued until submittals are approved, and confirmation of mobilization date.

PLACE OF PERFORMANCE: Fredericksburg & Spotsylvania National Military Park, Fredericksburg, VA.

PROCUREMENT TYPE: Requirement is being solicited under the Revolutionary FAR Overhaul (RFO) - Simplified Acquisition Procedures under RFO FAR 12 - Acquisition of Commercial Products and Commercial Services, which now includes Construction under RFO 36, as authorized by RFO FAR 12.200 (b). The requirement also includes original Federal Acquisition Regulations (FAR) that have not been implemented by the DOI under the RFO.

Evaluation of quotes/offers will be conducted in accordance with RFO FAR 12.203 and, the Lowest Price Technically Acceptable process as defined in FAR 15.101-2 shall be used in the requirement as authorized by RFO FAR 12.203 (c)(3).

The Government will issue a single firm fixed price contract in accordance with FAR 16.2.

SET-ASIDE: This acquisition will be a 100% Small Business. Offers will only be accepted from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 237310 - Highway, Street, and Bridge Construction and the small business size standard is $45.0.
