Questions and answers for 36C25626Q1005

Original RFQ states 2 rooms. Addendum 02 has clarification on just one room.
Please confirm it is both rooms. Larger room is about 66x36, smaller room is about 36x36
The project includes both rooms identified in the PWS. The dimensions shown in the solicitation are approximate and for reference only; the contractor shall field-verify all dimensions and quantities.
2) Confirm light natural wood-color in smaller room, and dark blue in larger room
Follow all directions listed in the PWS. Final shades, patterns, and manufacturers will be confirmed via samples/submittals and CO approval prior to the ordering of materials. Awarded vendor should not order materials prior to written submittal approval. All samples provided are at the vendor s cost and will not be returned and destroyed after contract award. No costs of any quotes, measurement samples or site visits are reimbursable.

3)Confirm if base is 4" rubber wall base, or continuous sheet vinyl base 4" up wall.
Provide the wall base specified in the PWS and applicable flooring/base specifications.
4) If sheet vinyl base, is the base in smaller room to match wood-like color?
Provide the wall base specified in the PWS and applicable flooring/base specifications.
5) Can both rooms be done at the same time?
The contractor shall include a schedule showing how the work will be completed. The Government will coordinate access as needed.
6) Will all equipment be moved prior to flooring scope?
Equipment, furniture, and related clearances will be coordinated prior to mobilization in accordance with the work schedule. The vendor will be responsible for coordinating/confirming that equipment is removed prior to mobilization.
7) Will desk and its power be removed prior to flooring scope?
Refer to question 6.

8) Can contractor truck and trailer be parked directly outside the accessible doors?
Contractor personnel shall park in appropriately designated parking areas.
9) The current PSC Z2JZ is for alterations of buildings and we feel the code S214 would be more appropriate and inline with the provided DOL Wage Rates. Would you consider changing the PSC code?
Upon review the code will be amended to S214.
10) The solicitation documents include VAAR Clause 852.219-73, indicating a Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses. However, the SAM.gov listing shows no set-aside designation. Please confirm whether this procurement is a Total SDVOSB Set-Aside or unrestricted.
100% SDVOSB Set-aside.

11)Question 2 Applicable Wage Law: The solicitation is coded under PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings) but includes Service Contract Act Wage Determination WD 2015-5233. Please confirm whether offerors should price labor under the Davis-Bacon Act or the attached SCA wage determination.

12) Fitness Center Dimensions: The Performance Work Statement states the Fitness Center area as 845 ft x 36 ft = 30,420 SF. Please confirm these dimensions are correct, as this is the basis for all material and labor pricing.

13. What are the site access requirements? Will badging, site orientation, or any other onboarding be required before work can begin?
Yes. Contractor personnel must be sponsored by an official VA PIV sponsor, COR, or HR representative to receive a VA PIV credential, and they must wear the badge while on VA grounds.
14. What are the anticipated working hours? We assume standard construction hours of 7:00 AM to 5:00 PM, unless otherwise noted.
Standard weekday hours are Monday through Friday, 7:00 AM to 5:00 PM, when COR and/or Whole Health staff are available and facility areas are accessible. Weekend work could be coordinated at no additional costs to the government if that is proposed by vendor and can be supported. Work is not to occur on federal holidays unless approved at least 72 hours in advance.
15. Are there any restrictions on delivery days or delivery times?

16. Who is responsible for removing and relocating the existing furniture, fixtures, and equipment (FF&E), including the exercise equipment and the Fitness Center 101 reception desk?
The contractor is responsible for coordinating and confirming that equipment is removed prior to mobilization, the Government will coordinate equipment, furniture, and related clearances in accordance with the work schedule provided.
17. Will the project be completed in phases, or can all work be performed at one time? Specifically, should the Fitness Center 101 and Aerobics Room be completed separately or concurrently?
The contractor shall include a schedule showing how the work will be completed, and the Government will coordinate access as needed.
18. Should the General Contractor include an electrical allowance to de-energize and reconnect power to the Fitness Center 101 reception desk?
The government anticipates the ability to coordinate for the fitness center 101 reception desk to be removed prior to the contractor replacing the flooring in this area. However based on station workload and the proposed vendor schedules this item is now listed as an optional award item on the bid sheet 0003.
19. Is the existing knee wall in Fitness Center 101 to remain in place, or is it to be removed?
The government anticipates the ability to remove the existing knee wall prior to the contractor replacing the flooring in this area. However, based on station workload and proposed vendor schedules this item is now listed as an optional award item to bid sheet 0004.
20. Who is responsible for removing the existing flooring and wall base?
The contractor is responsible for removal of the current flooring, all floor prep, and installation of new vinyl flooring and wall base.
21. Who is responsible for providing dumpsters and disposing of the removed flooring and demolition debris?
The contractor is responsible for all removal and disposal costs.
22. Can the VA provide a site logistics plan identifying dumpster location, approved delivery hours, building access points, material staging areas, and other project logistics?
The contractor is responsible for providing the dumpster and coordinating the access, delivery and set up area needed prior to starting any work.
23. What is the anticipated project start date? Flooring material lead times are currently unknown; however, we recommend allowing approximately 6 8 weeks after submittal approval for material procurement and delivery.
Offerors are to use the fictious start date of 1 October 2026 for the schedule that will be evaluated. The actual start date will be negotiated with the winning bidder based on the clinical space availability and flooring order ETA.
24. Will another site visit be offered?
No.
25. Will an extension be made for offers till 10/9/26 as we have multiple projects to pursue at this time and it would be advantageous for the government to extend.
No, this is a funded and approved project for FY26.
