NOTICE TO VETERANS INTEGRATED SERVICE NETWORK 21 (VISN 21) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) HOLDERS

This is a pre-solicitation announcement only. Task Order Solicitation documents will be available on, after, or about July 11, 2025. The solicitation will contain all necessary proposal instructions for Construction Services for Project No. 570-25-501, Replacement of Automatic Transfer Switches (ATS) for the VA Central California Health Care System, located in Fresno, CA.

Description: THE UPCOMING SOLICITATION WILL BE A TASK ORDER PROPOSAL REQUEST. Proposals will only be requested and accepted from contractors who have been awarded a Veterans Integrated Service Network 21 (VISN 21) Multiple-Award Construction Contract (MACC) by Network Contracting Office 21 (NCO 21).

Task Order Proposals will only be requested and accepted by NCO 21 MACC GROUP IDIQ holders who are verified and registered in SAM.gov and have been verified by the SBA DSBS as an SDVOSB business from the Network Contracting Office 21 (NCO 21). See the following paragraph for information on SAM.gov and SBA DSBS portal verification.

*Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) must be verified by the Small Business Administration s (SBA), DSBS Portal at https://search.certifications.sba.gov/ .

The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction. PSC Code is Z2DZ, Repair Or Alteration Of Other Hospital Buildings. The small business size standard is $45.0 million. In accordance with VAAR 836.204 Disclosure of the magnitude of this construction project is anticipated between $100,000.00 and $150,000.00.
Department of Veterans Affairs, Network Contracting Office (NCO) 21 will be issuing a request for a Task Order proposal for an NCO 21 MACC GROUP 2 seeking vendors who can provide materials, labor, tools, equipment, transportation, supervision, project management, and administrative support for the installation and replacement of several Automated Transfer Switches (ATS) for the Boiler plant, B3, B25, and T5 at the Fresno VA Medical Center in Fresno, CA as required by the SOW, drawings, and specifications that will be posted with the solicitation.

The location of the requirement will be the Department of Veterans Affairs, VA Central California Health Care System, 2615 E. Clinton Avenue, Fresno, California 93703. The work to be performed will be as required in the SOW, drawings, and specifications. The Total Duration of Construction for this requirement is estimated to be 366 calendar days from notice to proceed (NTP).

Work will include, but not be limited to the following:

Line Item 1: Building 2 Interior - Serving MCC1
The Automatic Transfer Switch (ATS) providing service to the Boiler Plant has exceeded life expectancy and requires replacement. The scope will ensure full functionality of existing conditions while in compliance with VACCHCS standards. The VA Central California Healthcare System (VACCHCS) requires a vendor to provide temporary electrical equipment in place of existing equipment being demolished during construction of the new equipment until replacement is complete. Contractor will provide all tools, materials, labor, and supervision the construction required for replacing ATS and associated electrical equipment in the boiler plant of Building 22.
Building 22 Exterior Serving B3, B25 and T5
The Department of Veterans Affairs (VA), VACCHCS Fresno Facilities Maintenance Service, requires a contract for Replace Boiler Plant s Exterior ATS. The automatic transfer switch is critical to ensure continuity for hospital operations in loss of normal power. This repair should be coordinated with COR to insure minimal impact to hospital services. The ATS in no longer function and needs replacement.
c. Site Visit The contractor is to evaluate and confirm the electrical requirements of the system.

d. Additional detailed scope of work to be completed:
1. Install Temporary Switchboard and ATS on Exterior of Boiler Plant
2. Costs to include locations, mounting, conduit runs, electrical junction boxes, splice
points, safety boundaries, power feeds and other materials needed.
3. Electrical power equipment must match existing power requirements and capacity.
(i.e. voltage, amperages, and sizing)
4. Rent and Locate Temporary Generator that has adequate Capacity to Power
Switchboard BSB for duration of installation.
5. Consider reusing existing conduit pathways when feasible.
6. Generator maintenance must be upkeep by contractor. Must utilize a vendor that is familiar with electrical ATS installation and replacement for commercial locations
7. Fuel must be maintained and checked per federal standards.
8. Fuel must be replaced to keep equipment powered during construction
Replacement.
9. If the existing generator should fail, a backup generator must be able to be
replaced within 24 hours by contractor.
