1) Can the Superintendent fulfill the Quality Control Manager (QCM) role?

Superintendent can be EITHER QCM or SSHO.

2) If the Super cannot fulfill this role, the average ADDITIONAL cost for a dedicated QCM is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). We expect the construction of this project to be 7 months long, and the bid is expected to increase by $185,500 Please confirm a dedicated QCM is still required.

3) Can the Superintendent fulfill the Site Safety & Health (SSHO) role?

Superintendent can be EITHER QCM or SSHO.

4) If the Super cannot fulfill this role, the average ADDITIONAL cost for a dedicated SSHO is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). 5) Our interpretation of 01 35 26, 1.7 in its reference to FAR 52.236-6 is that the prime contractor would be in compliance with this section if we have a Superintendent on-site during construction, as FAR 52.236-6 does not require (or mention for that matter) an SSHO and explicitly covers the prime contractor's Superintendent only. In short, an onsite SSHO is not a requirement per FAR 52.236-6. Please confirm.

6) Is tuberculosis testing required before contractors can commence work onsite?

7) Where will the Infection Control Barrier (ICB) need to be installed?

3) and 4) For electrical and plumbing installations, accommodating selective demolition and repair/replacement of finishes, the use of plastic zip-walls as short-term barriers can be utilized along with containment carts for above ceiling work in areas with suspended ceilings. Barriers shall be removed when work is not being performed and work area where activities are ongoing should be fully cleaned and disinfected or covered with plastic prior to removal of ICRA barriers. The containment area shall be defined by the contractor based upon the extents of the work to be completed within a single shift and submitted to the Owner on a plan indicating location(s) of barriers, phases (if necessary) and duration of the barrier placement to complete the scope. Use of negative air and hepa filtration will be required within the containment area during active construction.

12) Please provide details on the tree protection materials.

Tree Protection detail added to CJ501 on attached drawing. In accordance with section 01 57 19 Temporary Environmental Controls 1.4 Submittals, Contractor will submit an Environmental Protection Plan describing Methods for protection of features to be preserved within authorize work areas including trees, shrubs, vines, grasses, ground cover, landscape features, air, and water quality. Fid and wildlife, soil, historical and archaeological and culture resources. EPP to be approved by COR.

13 Should the trees be protected with 2 x 4 Douglas Fir boards tied to their trunks?

14) Please confirm that ST-11 Manhole IE=617.00(SW) is at a lower elevation than the IE=618.97 (N) and that the existing (SW) line will not be able to properly drain into ST-11 and will hold water and likely clog and backup until it overflows at another existing location.

The outfall point for the site (ST 01) has an invert of 917.40. To ensure the proper function of the proposed drainage system, an approximate 2-foot deep sump will be required at ST 11. The current drainage system at the site, as surveyed, shows that the receiving storm manhole at the north end of the site has an invert elevation that is above the invert of the storm drain at the south end of the site.  This existing manhole is the only point that the storm drainage for the site can drained to. This will result in the storm system for the site not operating optimally.   The storm system is to be built based on the provided inverts. Â

15) Please confirm the staffing requirements for this project. Can one individual fill the role of Superintendent, SSHO, and QCM?

Super CAN be either QCM or SSHO

16) Would appreciate some clarity for the Fabric Canopy design intent. Is this fabric intended to be waterproof or sun resistant? We can find no reference on drawings related to Key Note 13 (Canvas Awning) and need to confirm this is related to Fabric Canopy. Specification does not specify any Canvas Material. Only specifies PVC, PTFE and HDPE (as a substitute if specified). We understand what is required if the intent is to shade the area utilizing HDPE fabric as a shade structure. Otherwise we require additional details to properly price this structure.

VA and Guidon confirmed that sufficient information was provided in the specifications and basis of design materials.
17) On plan page SF501, Detail 7 shows the foundation section for the new canopy. The concrete pier has a depth of 15 -9 . Please confirm this is the required depth. This seems very deep for the required canopy.

Footings are conservatively designed due to unknown geotechnical information and variability in anticipated loading. Contractor to bid and install as shown on the contract drawings.
