In accordance with FAR 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise specifications and refine contract requirements before the release of any associated solicitation. This is NOT a Request for Quote (RFQ), Request for Proposal (RFP), Invitation for Bid (IFB), or pre-solicitation notice. Other information provided in this notice is subject to change prior to release of a solicitation.

OVERVIEW
This is a SOURCES SOUGHT NOTICE for market research to determine the availability of Brand Name or Equivalent Items. The Department of Veteran Affairs, NCO 6 intends to issue an Invitation for Bid (IFB) under the authority of FAR 6.103-1(b) no other type of supplies or services will satisfy agency requirements. The project will include Brand Name components, as described below, unless the results of this Sources Sought Notification indicate otherwise.
This notification serves three purposes:
To notify potential offerors of the Government s intent to solicit a brand name component under a future construction project.
To identify potential sources that can provide Brand Name or Equal items (construction materials) named in the design
Notification of NCO6 s intent to require Brand Name Only items if the market is unable to provide equivalent products.
This notification DOES NOT:
Aim to identify sources for construction services in and of themselves.
Relieve the VA from awarding to SDVOSB for the construction services requirement should separate market research meet the Rule of 2.
In the event that no equivalent equipment is available, a Brand Name Justification will be issued pursuant to FAR 6.104.
SUMMARY OF REQUIREMENT
The Contractor will perform all professional services necessary to perform the installation of a Valcom IP600 Public Address System for the Hampton VA Hospital as part of project 590-24-115. A part list with estimated quantities is provided below.

The project requires a construction contractor to completely prepare the site for building operations, demolition/removal of existing systems, and to furnish labor and materials as needed to perform the work required by the drawings and specifications. The place of performance will be at the Hampton VA Medical Center in Hampton, Virginia. In accordance with VAAR 836.204(f), the estimated magnitude of construction is between $1,000,000 and $2,000,000. The awarded construction contractor will be responsible for providing the brand name equipment, should this sources sought not render an alternative brand to meet the equipment/construction material requirements.

INSTRUCTION FOR RESPONDING:
Interested vendors must show clear and convincing evidence that alternatives to the specified items exist AND that such alternatives are approved for use on VA installations. Interested vendors aspiring to be considered by NCO 6 must provide the following information:
A brochure OR capability statement that clearly shows similar capabilities to the system described above.
Has an Enterprise Risk Analysis Report (ERAR) signed by VA INFOSEC approving the alternate equipment OR has demonstrated history of successfully installing the equipment in other VA installations.
The equipment is manufactured in the United States and meets all Buy-American Act (BAA) requirements. If an exception to BAA exist, the vendor must provide approved waiver documentation.

CONTRACTOR RESPONSIBILITY
For the purposes of this notice, a potential source is considered to be any firm meeting the following requirements.
Experience, knowledge, training, and licensing for the installation of electrical equipment.
All professional licenses and other legal certifications for conducting business in the state of Virginia and the United States.
The equipment source has not been barred from or in anyway restricted by the US Government from performing work on a government contract OR for a government contractor.
