SUBJECT: Request for Information and Questions Responses
Scope of Work: Could you provide a more detailed description of the air monitoring services required? Specifically, are there types of asbestos monitoring (such as ambient air sampling or clearance sampling) that will be prioritized?
Response:
Air sampling shall be in accordance with NYS DOL Code Rule 56 Table 2. The air monitoring firm shall provide a licensed air monitor who shall be thoroughly familiar with NYS DOL regulations. As stipulated in the regulation, for small work areas, background and clearance sampling shall be required. For large work areas, background, during work and clearance air sampling shall be required.
Service Frequency and Schedule: Could you clarify the frequency of required air sampling and testing within the 30-day performance period? Are there specific schedules or intervals we should adhere to?
Response:
The air sampling shall be performed to facilitate the abatement contractor s work and phasing schedule as approved by the VA. The VA may elect to permit the abatement contractor to conduct abatement in various locations simultaneously in order to efficiently complete the project. The project monitoring firm shall assign adequate resources and personnel to ensure that the VA approved abatement phasing is supported. This shall typically include evening and weekend work.
Incidental Expenses: Are there incidental costs or allowances, such as travel or on-site equipment storage, that we should consider for inclusion in our quote?
Response:
No, this should be included in your quote because we operate on a fixed price.
Personnel Certifications: Could you confirm if specific certifications are required for personnel conducting the air monitoring and sampling (such as OSHA or EPA asbestos-specific certifications)?
Response:
At a minimum, the personnel assigned shall be certified as a NYSDOL asbestos project monitor. The laboratory analyzing samples shall be accredited under the NIST National Voluntary Laboratory Accreditation Program (NVLAP) for the type(s) if analyses performed. Note: NYCDEP licensing is not required for the project monitor.
Insurance and Liability: Could you outline any specific insurance or liability coverage requirements for this contract, especially concerning hazardous materials?
Response:
General liability insurance is required, successful offeror will be required to provide proof of liability insurance.
Reporting and Documentation: Are there specific formats, frequency, or requirements for reporting air monitoring results? We want to ensure all deliverables align with the VA's expectations.
Response:
Air monitoring results should be emailed to the VA COR as soon as they are available. For situations where there is an exceedance of regulatory standards, the VA should immediately be notified in the most expedient method feasible (phone call or text message to VA COR) in order that the situation can be reacted to promptly.  Upon conclusion of the project, final lab analysis reports and explanation should be provided as a professional document/ report, detailing all actions including daily logs of the monitor s activities, diagrams of air sample locations, air sampling data records, chain of custody forms and calibration chart of equipment. Â
