rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors
selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A
summary of the new preferences is available at http://www.procurement.sc.gov/preferences. ALL THE
PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER
AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE
STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE

1) Will the college accept/purchase an alternate manufacturer at a lower price, if the equipment offered provides the same
performance (all the same exercises and variations) even if all 8 stations are not on the same frame?
Answer:
York Technical College (YTC) will accept equipment from alternative manufacturers provided the specifications
are fully equivalent to those stated in the solicitation. However, all proposed equipment must meet the same space
requirements as the specified brand, including overall footprint and configuration constraints.
2) Is this a ground floor double door access? If not, please describe?
Answer:
The ground floor has roll up door access.
3) Can the college accept dock to dock delivery of the equipment and transport the equipment from the delivery dock to
the room in which it is to be installed for installation?
Answer:
No. York Technical College (YTC) will not accept dock-to-dock delivery. The successful vendor is responsible for
full delivery and installation of the equipment to the designated location on campus. YTC will not transport
equipment from the delivery dock to the installation site.
