Summary

The City of St. Louis Department of Public Safety (DPS) and the Office of Violence Prevention  (OVP) are seeking proposals from qualified nonprofit organizations to develop and implement a Youth Violence Interruption Program. The goal of this initiative is to reduce youth-involved violence through community-based intervention strategies, conflict resolution, and mentorship programs. We invite proposals from nonprofit organizations, community groups, and service providers with experience in violence prevention, youth engagement and street outreach. This is a twelve-month funding program with the potential to renew.

Youth violence remains a critical issue in our community, affecting families, schools, and public    safety. This program aims to implement evidence-based strategies to mediate conflicts before they escalate, provide youth with alternative pathways, and collaborate with stakeholders to create safer environments. The selected provider will be responsible for deploying violence interrupters, offering mediation services, and connecting at-risk youth to support resources.

No contact with other City  employees is permitted. Unauthorized contact regarding this RFP may result in disqualification or  rejection of a proposal.

Any correspondence shall be clearly marked with “RFP—YOUTH VIOLENCE INTERRUPTION”.

Questions may be submitted no later than 11:59 pm on March 14, 2025.

The Office of Violence  Prevention will maintain a list of all organizations or individuals requesting copies of the RFP and will ensure that copies of all questions and responses shall be made available in writing to each organization on such a list, when requested.

All questions will be addressed in writing through addenda  posted on the City of St. Louis website under “RFP for Youth Violence Interruption” at the following address: https://www.stlouis-mo.gov/government/procurement.cfm
SUBMISSION OF PROPOSALS

In order for the proposals to be considered, respondent’s submission must be received no later than March 31, 2025 at 11:59 P.M. CST. Proposals received after this deadline will not be accepted.

Please submit proposals via email to the Office of Violence Prevention at violence-prevention@stlouis-mo.gov using the subject line “Proposal for 2025/2026 Youth Violence Interruption Programming  - [Name of Organization]” in standard size (8 1/2 x11 inch letter) PDF format. Proposals must adhere to the following guidelines:

- Must be in the English language
- Double spaced with one-inch margins
- Use 12-point Times New Roman or Calibri font
- Number each page at the bottom, except for the cover page

The RFP attachment must be named to clearly indicate that it is in response to the RFP FOR YOUTH VIOLENCE INTERRUPTION.
