Youth Flag Football, Soccer and Multi-Sports (Baseball, Basketball & Football) Program Contract Services

The City of Lake Forest is seeking applications from organizations interested in offering Youth Flag Football, Youth Soccer and Youth Multi-Sports (baseball, basketball and football) programming to the City of Lake Forest. As part of the City’s Recreation and Contract Instructor Procurement Process, staff is accepting applications to provide this programming through a Sports Program Services Agreement at the Lake Forest Sports Park.

Interested organizations are invited to submit an application, which will serve as a formal proposal under the City’s procurement process. The application will request key information such as instructor experience and qualifications, a proposed class schedule, and general background about the organization, vendor, or instructor. All proposals will be reviewed in accordance with the City’s established Guidelines to ensure a fair and equitable evaluation process.

The City of Lake Forest is located in southern Orange County, California, in the area commonly referred to as the Saddleback Valley, with a population of approximately 85,000. It is the County's thirty-first city and the second largest city within the Saddleback Valley, encompassing 16.6 square miles. The City of Lake Forest's fiscal year begins on July 1 and ends on June 30.

The City was incorporated in 1991, operates under the Council/Manager form of government and is considered a contract city. The five members of the City Council are elected by district. They serve staggered four-year terms, with the Mayor being selected annually from among the Council Members. The Council meets on the first and third Tuesdays of each month.

Project Description

The City is seeking applications from organizations interested in offering Youth Flag Football, Youth Soccer and Multi-Sports (baseball, basketball and football) programming to the City of Lake Forest. As part of the City’s Recreation and Contract Instructor Procurement Process, staff is accepting applications to provide this programming through a Sports Program Services Agreement at the Lake Forest Sports Park.

Instructors contracted through this opportunity will serve as Independent Contractors with the City of Lake Forest. Under the standard agreement, registration fees will be split 70/30, with 70% paid to the Instructor and 30% retained by the City.

The City will provide access to facilities, handle registration and payment processing, and promote the program through various marketing channels. Participants must pay the full session fee at the time of registration. Instructors are not permitted to offer discounted rates, accept payments directly, or process registrations independently. All payments will be collected through the City’s registration system, ActiveNet, unless otherwise specified and approved by the City Manager or their designee.
