YORK BIKE SHARE PROGRAM

The City of York, Pennsylvania (the “City”), through its Department of Public Works, is requesting proposals from qualified firms to provide a turnkey bike share system serving residents, employees, students, and visitors throughout the City of York.

The selected vendor (“Vendor” or “Proposer”) shall provide all equipment, software, operations, maintenance, customer support, reporting, insurance, and related services necessary to implement and operate the York Bike Share Program. Services shall be available to the public on a 24-hour, 7-day-per-week basis.

The anticipated contract term shall be three (3) years, with the City reserving the right to negotiate up to three (3) additional one (1) year renewal terms, subject to funding availability and satisfactory performance of the Vendor. The City anticipates a phased implementation and expansion of the system over a three-to-five-year period.

Interested firms shall submit proposals in accordance with the requirements contained in this Request for Proposals.

City of York

The City of York serves as a regional center for employment, education, government services, healthcare, commerce, tourism, and community activities. Residents, employees, students, and visitors travel throughout the City each day to access employment centers, educational institutions, commercial districts, public facilities, parks, recreational destinations, and community services. A bike share system is intended to provide an additional transportation option that complements existing transportation services and expands mobility choices within the community.

Prior Bike Share Service

The City of York previously operated a public bike share program through the Zagster bike share system. In 2019, the program included four (4) stations and nineteen (19) bicycles, recorded 421 users — including 274 new members — and generated 1,573 trips. Program data indicated that a majority of users were residents of York City. The program provided connectivity between key destinations within the City, including transit services, educational institutions, commercial districts, and community destinations. Following the discontinuation of Zagster’s nationwide operations, bike share service in York ceased. Through this RFP, the City seeks to reestablish and modernize bike share service, building upon experience gained through the previous system.

Regional Connectivity

A primary objective of the program is to improve first-mile and last-mile connections between public transportation services and destinations throughout the City. The City is served by the rabbittransit network, including the downtown Transfer Center, which functions as a major transit hub for York City. The proposed bike share system is intended to complement existing transit services by providing an additional mobility option for users traveling to and from transit stops, employment centers, educational institutions, commercial districts, community destinations, and recreational facilities.

The program is also intended to strengthen connections between major destinations and activity centers, including Downtown York, York College of Pennsylvania, neighborhoods, employment centers, commercial districts, parks, public facilities, and community destinations. The bike share system is expected to support access to existing bicycle and pedestrian infrastructure, including the York County Heritage Rail Trail and other active transportation facilities where appropriate.

Project Funding

The York Bike Share Program is supported through transportation funding programmed under MPMS 115990, through the 2025-2028 Transportation Improvement Plan (TIP), administered by the Pennsylvania Department of Transportation (PennDOT).
