5 Year Service Contract for Boiler Maintenance - Building 1E at Tobyhanna Army Depot

THIS REQUEST FOR PROPOSAL SHALL BE IN ACCORDANCE WITH FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES.

NOTES:

1. CONTRACT TYPE: The Government anticipates award of a single contract as a result of this request for proposal (RFP). The resultant contract will contain both firm fixed-price (FFP) and time and materials (T&M) type contract line item numbers (CLIN). While the primary contract requirement classifies as FFP, there shall be a yearly T&M CLIN for unscheduled repairs. All unscheduled repairs made under the applicable T&M CLINs shall be at the agreed upon fixed labor rate.

2: Offerors attention is directed to Clause 52.212-2 Evaluation of Commercial Items for more information. Award evaluation and basis for award will be performed in accordance with FAR 52.212-2, Evaluation-Commercial Items and its addendum.

3. SITE VISIT: One (1) site visit will be held on Wednesday, March 19, 2025, at 1:00PM. Attendees are encouraged to arrive 15 minutes early to ensure timely processing. Visitors are required to present a valid, Government issued photo I.D. to gain access to the base (vehicle registration and insurance may also be required). Information provided at each site visit, as well as answers to any general questions, shall not affect the terms and conditions of the RFP and/or specifications. Terms remain unchanged unless the RFP is amended in writing.

4. QUESTIONS AND ANSWERS: Offerors are advised to submit any questions regarding this solicitation no later than 21 March 2025 at 7:00PM EST, to the Contracting Officer (mark.buonomo2.civ@army.mil). Answers to questions will be posted in the same manner in which the solicitation is posted, via an amendment to the solicitation, and will be on a non-attribution basis.

Amendment 0001: The purpose of Amendment 0001 is to provide a revised Exhibit 1 - PWS and incorporate a new firm fixed-price (FFP) Contract Line Item Number (CLIN) for a one-time scheduled repair, accordingly, and to extend the Question and Answer due date. Reference page 2 of the amendment for full breakdown.

Amendment 0002: The purpose of Amendment 0002 is to incorporate Exhibit 4 - Questions and Answers, and Appendix 1 - Equipment Info.
