Description
The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the SAM.gov website. The entire solicitation package will be available in Adobe PDF. Paper copies of the solicitation when issued will not be made available.

Solicitation Proposed Issue Date: Estimated issuance ON OR AFTER March 25, 2024.

Title of Project: YELLOWSTONE NATIONAL PARK - YELL 309913 South Entrance, Grant Village, and Madison Junction Housing Sites

Description: Three sites in Yellowstone National Park, Wyoming. The sites are located at: South Entrance, Grant Village and Madison Junction. Impacted project sites and housing areas within Yellowstone NP (YELL) are small unincorporated communities. The National Park Service (NPS) housing areas are fully within the boundaries of YELL.

The Work consists of the following:
1. The work includes selective demolition of existing infrastructure and site improvements within the South Entrance, Grant Village, and Madison Junction housing sites. The work also includes site grading, installation of parking spaces, water services, sewer mains and services, concrete sidewalks, and miscellaneous work associated with the construction of the housing sites.
2. Completion of each item incudes all materials, labor, reclamation, transportation, material processing plants, equipment, royalties, warranties, O&M manuals, and incidentals necessary to complete the Work as described in the construction drawings and specifications.
3. Contractor is responsible to obtain and pay for all permits and fees from the state and local authorities, including utility and construction permits, fees, and inspections, whether temporary or permanent. Contractor is responsible to include in the bid amount any costs associated with work by Utility Companies.
4. Manufacture, delivery, and installation of 2-bedroom modular homes in the following housing sites and quantities: South Entrance - two (2), Grant Village - four (4), and Madison Junction - two (2). Eight (8) total 2-bedroom modular homes.

Location of Work: Three sites in Yellowstone National Park, Wyoming. The sites are located at: South Entrance, Grant Village and Madison Junction.

Type of Procurement: A negotiated firm-fixed contract will be awarded in response to the solicitation. The government will consider an offeror's technical capability in comparison to its price.

Project Magnitude: Between $5,000,000 and $10,000,000

Time for contract completion: The period of performance will start on approximately Fall 2024 and be completed by approximately Fall 2026.

This procurement is being solicited as total Small Business (SB) Program Set-Aside (FAR 19.15). The small business size standard for NAICS 236115 is $45 million.

This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) or a promise to issue an IFB or RFP in the future. This Presolicitation Notice does not commit the Government to contract for any construction services whatsoever. Further, the Northern Rockies Major Acquisition Contracting Office is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. Not responding to this Presolicitation Notice does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to continue to monitor the posting site at www.sam.gov for future solicitation postings.
