81626Y0785-Sole Source with Cepheid

Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the Department of Health and Mental Hygiene (DOHMH) intends to enter into negotiations for a six-year agreement with Cepheid for the direct purchase of assay kits, reagents, equipment (including service and maintenance), and other needed
supplies. These products will be utilized by DOHMH's Public Health Laboratory (PHL) and Sexual Health Clinics for clinical and environmental testing for the detection and identification of carbapenemase, Sexually
Transmitted Infections (STIs) and other emerging bacteria, pathogens and viruses, such as Chlamydia trachomatis (CT), Neisseria gonorrhoeae (NG), COVID-19, mpox, influenza, bird flu, norovirus, trichomonas, tuberculosis and multidrug-resistant superbugs.

DOHMH has determined that Cepheid is the sole source provider for the required assay kits, reagents, and equipment (including service and maintenance). Cepheid is the sole manufacturer of Xpert® reagents, and GeneXpert® systems are manufactured exclusively for Cepheid. Xpert reagent test cartridges are designed and manufactured to only be used with Cepheid’s instruments. Cepheid is the only authorized provider of service for GeneXpert systems to customers within the United States, excluding territories.

Any firm that believes it can legally provide these goods is invited to submit an Expression of Interest directly to this RFI- EPIN 81626Y0785 no later than 2/18/2026 by 2:00PM.
